Job Responsibilities

The jobholder will be at the forefront to develop innovative and well-informed science & technology (S&T) strategies to sharpen MHA’s operations in crime-fighting, border operations, drug control, emergency preparedness and rehabilitation. The jobholder will be expected to exercise an organisational perspective in conceptualising HTX’s strategic priorities and formulating implementation plans to execute them.

The jobholder will assist in the formulation of the HTX strategic workplan. The workplan is a comprehensive outlining of HTX’s immediate priorities and projects, as well as longer-term efforts to build up organisational capabilities in our mission to be the Home Team’s force multiplier. The conceptualisation of the workplan will involve working with multiple internal stakeholders; and applying a strategic perspective to evaluate and prioritise competing demands in light of limited resources. The jobholder must be able to consolidate multiple data streams and consider multiple facets including (i) operational needs of Home Team Departments, (ii) alignment to longer-term strategic plans for MHA, (iii) maximising returns on investments among others. 

The jobholder will be responsible for organising large-scale organisational events including the annual HTX Workplan Seminar which showcases HTX’s achievements and workplan for the next year; as well as leadership retreats that serve as discussion and brainstorming platforms for HTX management. Beyond traditional event organisation, the jobholder will need to curate these events to achieve predetermined strategic outcomes, e.g. seeking leadership alignment to common goals for HTX.

Lastly, the jobholder will also be responsible for the charting out how HTX leverages on government partners like GovTech, DSO and DSTA. Jobholder will need to understand the wider whole-of-government S&T ecosystem, and how HTX can build organic expertise while not duplicating existing capabilities. The jobholder will advise CE HTX on the partnership strategy to pursue with individual government agencies, and coordinate the management-level negotiations to achieve win-win outcomes for whole-of-government.

Job requirements

  • Possess excellent negotiation, communication and presentation skills;
  • Exercise intellectual flexibility and moving along a wide spectrum of perspectives. Moves easily between taking a broad, strategic perspective, and drilling down to develop a detailed understanding of key issues.
  • Strong analytical capabilities, being able to take in multiple streams of information from diverse stakeholders and apply a organisational-perspective in digesting or prioritising them;
  • Able to integrate information from a wide range of sources in a complex environment, and synthesise them into the key issues and considerations;
  • Generates innovative ideas and solutions that can be practically executed and bring about significant gains and benefits to the organization;
  • Expertise in formulating organisational strategies and priorities, beyond a mere amalgamation of unit-level plans.
  • Ability to establish strong relationships with internal and external stakeholders.
