Assistant Manager/Manager/Senior Manager (Competition & Market Access)


  • Review, implement and enforce Singapore's telecom and media competition policies and frameworks such as assessment of mergers and acquisition applications, and anti-competitive behaviour.
  • Review and propose recommendation on Singapore's telecom and media competition regime and frameworks to ensure they remain relevant to market development, including conduct international benchmarking and analyse impact and implications.
  • Conduct research and generate insights on the competitive dynamics of the digital economy such as the use of data technology and algorithms, and assess its impact on competition policy.
  • Conduct market studies to assess competitiveness of the telecom and media markets and recommend appropriate regulatory measures
  • Assess potential contravention of the competition rules by licensees to prevent lessening of competition
  • Review Internet-related policies and regulatory frameworks, such as in the areas of net neutrality and Internet governance.


  • Background in Economics or Engineering preferred
  • At least 3 – 6 years' experience in telecom and/or media industry or policy formulation in the government
  • Knowledge of competition and regulatory concepts and frameworks
  • Good writing, presentation, facilitation and communication skills
  • Able to think critically, synthesise ideas and provide independent assessment
  • Results driven and able to multi-task
  • Good interpersonal and stakeholder engagement skills
  • Good analytical skills


Position will commensurate with experience.
