Government Infrastructure Group (GIG) of the Government Technology Agency (GovTech) strategises & delivers whole-of-government (WOG) infrastructure products and services.  We are looking for an Executive Manager to drive the capability development programmes for GIG.

The Executive Manager will conceptualise, develop and manage capability development programmes to nurture and sustain manpower with the right technological expertise, to build up long-term capabilities that the whole-of-government (WOG) can tap on, raise capabilities of practitioners and leaders across WOG. He/She is responsible for meeting current operational requirements, with the sustainable use of current capabilities, and the development of future capabilities to meet strategic as well as current operational objectives.

 
What to Expect:
  • Conceptualise and develop the capability development plan for infrastructure functional cluster, facilitate and manage the process throughout the conceptualisation, development and implementation of the plan.
  • Manage workforce transformation and change management strategies, to align with corporate workforce vision, including conduct of needs analysis, develop and implement competency framework, learning roadmaps and implementation plan, helping staff to envision the future, how their work will change to meet the role expected of them, guiding them to transition from current state to the future state and ensuring buy-in.
  • Facilitate and collaborate with domain specialists to develop or procure services to develop courseware, tools and training resources to cultivate skills and knowledge for the cluster based on a list of competencies identified.
  • Develop and implement a sustainable plan detailing engagement and communications strategies and approach to build and sustain community of practice for the infrastructure functional cluster throughout the community’s life cycle.
  • Design and implement a digital information strategy and resource platform that aggregate domain content and other related information necessary for sharing within the community, as well as leverage technologies to facilitate effective connections, connecting people across business lines, geographies and functions, and enhancing collaboration in the community
  • Create and collect the appropriate measures to provide a holistic picture of the community’s impact on the organisation, and to improve the community strategy and value.
  • Maintain oversight of the projects and programmes undertaken, collate and review status updates for reporting to Management Teams.
  • Procure and manage the performance of contractors in meeting the contractual obligations for areas outsourced.
 
How to Succeed:
  • A good university degree or equivalent in any discipline
  • At least 12 years working experience with at least 8 years in managerial and programme management
  • Able to think strategically and develop clear and effective plans to implement the strategies
  • Track record of exceptional partnering across wide array of internal stakeholder groups, executive stakeholders and partners with ability to build solid relationships with individuals at all levels
  • Track record of delivering superior results, operate with excellence in mind and exhibit the confidence to debate ideas in a professional manner
  • Highly collaborative working style with ability to deal with ambiguity and navigate uncertain situations to drive for clarity
  • Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders at various levels, to understand and to respond to their needs in rapidly changing business environments
  • Team player who is proactive, quality-conscious, customer-oriented, results-oriented and with strong organization and people handling skills
  • Solid judgment and problem-solving skills with proven attention to detail, accuracy and quality.
