Responsibilities

1. Strategic Manpower Management

  • Develop Strategic Workforce Plans and partner relevant stakeholders to implement the plans
  • Represent HR in working with other strategic planning units within MSF to formulate and develop MSF transformation plans
  • Manage manpower planning process and formulate proposals to ensure optimal utilisation of manpower resources to meet organisation needs
  • Review manpower proposals by divisions to assess requests in the context of workforce management

2. Data analytics

  • Manage and analyse human capital and workforce data to support data-driven approach in decision making for various HR tracks
  • Be in the know of macro manpower trends and provide insights and data to propose solutions and support interventions

3. Manpower modelling

  • Create manpower planning model to anticipate manpower challenges and prepare for a future ready workforce for MSF.

Requirements

Functional/Technical Competencies

  • Tertiary level education in Business/HR/Economics/Statistics
  • At least 3 years’ experience in manpower development and planning/ strategic or corporate planning
  • Supervisory experience in a similar capacity  
  • Ability to collect data and draw analysis
  • Ability to understand current and future HR trends that may have impact on the Ministry and the Public Service as a whole

Behaviour Competencies

  • Ability to engage stakeholders and put forth proposals in a constructive manner   

Generic Competencies

  • Good communication and written skills
