The Singapore Police Force is the Appropriate Authority for security at the airport. The Airport Police Division (APD), as the executive arm performing regulatory functions in addition to policing duties within the airport, is responsible for the development, implementation and maintenance of the National Civil Aviation Security Programme. It serves to protect the security, regularity and efficiency of international civil aviation in the Singapore Changi Airport and Seletar Airport, and safeguard against acts of unlawful interference aimed at passengers, personnel, aircraft, airport terminals and aircraft navigation installations and equipment.  

As the Officer In-Charge of Regulatory Development Unit, you will be responsible for the development of quality control strategies, the development and maintenance of the secured supply chain framework, the maintenance of the audit framework of airport entities and air cargo agents as well as the development and conduct of aviation security courses. 

You will be placed under the Management Executive Scheme.


In carrying out your roles, you have to maintain close collaborations with the Civil Aviation Authority of Singapore, Immigration Checkpoints Authority and other government agencies. Additionally, you have to maintain regulatory oversight of the air cargo agents and consignors and conduct engagements with the cargo industry on their operational challenges with respect to changes in the regulatory development framework to strengthen the secure supply chain.


You will have supervisory functions and will be required to handle procurement, budget and contract management that are all time critical.   


You may also be required to perform other duties as assigned by Head Security Regulatory Branch.



  • International Civil Aviation Organisation (ICAO)-Certified Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) Auditor certification with preferably the performance of at least one audit of an international airport

  • At least 3 years of operational experience in aviation security 

  • Experience in the conduct of quality control activities at the national level

  • Possess strong supervisory and man management skills

  • Ability to cope with a reasonably high level of stress, demonstrate resilience and drive

  • Possess good analytical skills

  • Meticulous in work 

  • Possess good verbal and written communication skills
