The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the first responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our biophilic City in a Garden.



As part of a multi-disciplinary team responsible for the animal health programmes in AVS, the officer will be jointly reporting to the Programme Office Branch and Biosecurity and Quarantine Services Branch. The officer will be primarily responsible for establishing a robust regulatory framework for the supply chain control of veterinary medicinal products. The work will be part of the national efforts towards combatting antimicrobial resistance through strengthening of the regulatory system of veterinary medicinal products in Singapore. The officer will also be involved in supporting other work in the programme office and the biosecurity inspection services section.


You will be involved in the following duties:

  • Develop and implement a regulatory framework for veterinary medicinal products and supply chain control covering import, manufacture, distribution and sale.
  • Establish a system of veterinary pharmacovigilance for the surveillance and control of veterinary medicinal products quality based on international standards.
  • Develop and implement market authorisation system of veterinary medicinal products including vaccines, in line with international standards.
  • Manage licensing and inspection of importers and distributors of veterinary medicinal products.
  • Manage investigation and enforcement actions on non-compliances detected in the supply chain of veterinary medicinal products.
  • Organise and conduct stakeholder engagement sessions.
  • Address public enquiries related to the regulation of veterinary medicinal products in Singapore.
  • Support other animal health and welfare related work.



  • Degree in Veterinary Science with strong interest in pharmaceutical regulations and at least 5 years of relevant work experience, including work experience in pharmaceutical regulations.
  • Team player with initiative, drive and good interpersonal/communication skills (verbal and written) and able to work independently.
  • Good writing, analytical, communication and presentation skills.
  • Good IT skills (e.g. Microsoft Office).
  • Prior experience working in pharmaceutical industry (regulatory) will be advatageous.
