The Central Provident Fund (CPF) is a social security savings scheme jointly supported by employees, employers and the Government. Its basic purpose is to help CPF members meet primary needs like shelter, food, clothing and health services in their old age or when they are no longer able to work. Benefits offered are to help meet one or more needs of the CPF Member in his retirement. They include withdrawals by the Member for retirement, permanent disablement, home ownership and health care. The amounts available depend on how much the Member has saved in the CPF.

The CPF Board are trustees for the CPF savings of Members. We aim to provide CPF Members, in a cost-effective manner, the widest range of quality services possible. We seek also to help employers pay CPF contributions promptly and correctly in as efficient and convenient a way as possible. Where we can, we make our assets and services available to help meet Singapore's social and economic objectives, thereby improving the quality of life of all Singaporeans and CPF Members.

As a Deputy Director / Assistant Director of the HR Business Partnership domain in the CPF Board, you will perform dual roles in the Business Partner (BP) and HR Data Analytics domains.

You will partner with your business departments in the full spectrum of HR operations, including recruitment, performance management, talent management, disciplinary management and employee communications to achieve effective business outcomes. In addition, data will continue to be an important area in the Board’s HR work. You will therefore be involved in HR data analytics projects as part of your core work.

You are expected to thrive in a team environment and interacts proactively with various stakeholders within and outside the organisation. Within your work space, you are required to adapt to various forms of technology to enhance your work efficiency and effectiveness.

 

Job Responsibilities

  • Drive and implement talent acquisition, development and retention strategies and initiatives
  • Adopt a consultative approach to collaborate with business stakeholders on key HR issues including employee engagement
  • Apply frameworks, tools and techniques to diagnose issues and co-develop solutions that ensure buy-in from senior leaders and other stakeholders
  • Provide sound advice and career coaching to employees (when appropriate)
  • Stay abreast of progressive HR practices and key trends in the market and share relevant practices across domains to facilitate continuous improvement
  • Manage specific projects as determined in the annual HR strategic plan and contribute to functional and cross-functional initiatives
  • Act as an effective liaison between the business and HR to ensure that HR services are aligned and value add to business needs
  • Analyse workforce data, prepare regular workforce reports and assessments (including data interpretation) to support management discussions and decisions on HR interventions to enhance workforce efficiency

Requirements

  • At least 8 years’ relevant working experience in a large organization, preferably with a post-graduate Diploma in Human Resource Management / iHRP certification
  • Strong problem-solving, writing, analytical and interpersonal skills
  • Ability to manage diversity, work well with cross-functional teams in a high-pressured and fast-paced environment
  • Ability to deploy a range of data mining tools and analytical techniques to create management information, business insights, and projections for HR and manpower planning purposes
  • Resourceful and resilient
  • Effective team player and independent worker
