Health Promotion Board’s (HPB) vision is to build a nation of healthy people. We aim to empower residents in Singapore to attain optimal health, increase the quality and years of healthy life and prevent illnesses, disability and premature death.

The Innovation Office drives the design and implementation of National Healthy Population projects, the creation of a nation-wide platform to collect and contribute real-time and personalised biometric and wellness data, through smart devices such as wearables, artificial intelligence and machine learning.

The Innovation Office has the ambition to transform and lead the next-generation public health & health promotion, pioneering capabilities with data and technology companies to front cutting-edge global-first co-innovations. The projects will involve a range of private and public sector players coming in to use Singapore as a test bed to trial new products and services in precision public health. Key technologies that are likely to be trialled in this project are health related wearable and sensor technology, big data analytics, machine learning, behavioural science, genomics and precision medicine.

 

This position is equivalent to an Assistant Director / Deputy Director role and reports to the Senior Deputy Director of the Project Office.

 

Responsibilities:

· Ensure that strategic direction of the product offerings is optimized in a portfolio strategy and implemented across the population to achieve the vision of precision public health

· Constantly evaluate strategic plans to meet changing citizen needs, market and operating environment

· Be able to clearly articulate and present the business value and need for existing and new programmes and products, and execute high impact go-to-market plans

· Take leadership role to generate, develop and decide on ‘next-generation’ programmes & products, as part of the product portfolio strategy

· Work closely with Strategy, Programmes, Outreach and Operations teams to understand business needs and translate to programme and products that drive significant health outcomes. This also includes owning the creative process of generating, developing and curating new ideas leveraging on technologies and insights.

· Provide inputs to the corporate strategic plan for product and partnership development and prioritisation

· Assess and develop long term and sustainable partnership programmes with private sector leaders in technology based on knowledge of competitive trends, market dynamics, and health tech developments

· Successfully implement new programme launches with product positioning, value proposition to citizens, marketing, and customer support

· Project manage and drive adoption of innovative programmes and products, by working closely with Operations team and partners

· Own the design, development and release of ‘next-generation’ programmes and products by working closely with internal and external technical and product development teams on design process, requirements definition and development and implementation of applications and services.

· Evaluate and report measures of success and effectiveness of programmes

· Ensure consistency in HPB messaging and positioning across programmes and products in line with our vision

 

Required skills/ experience:

· Degree holder with 10+ years of working experience, with previous roles as Senior Product/ Programme Manager or similar roles and deep project management expertise

· Leadership ability to drive the organisation to develop new strategies and operationalise according to business needs

· Deep knowledge of health tech and emerging trends in the industry

 

Preferred qualifications:

· Proven track record of understanding full product lifecycle, driving end-user product adoption, delivering products and programmes on-time and within budgets for internal and external stakeholders

· Demonstrated ability to manage large teams across different product / business lines and navigate the matrix organisation, across all levels of management and peers. Possess influencing skills to get buy-in, support and approvals necessary to execute plans

· Prior experience in leading first-of-its-kind initiatives from strategic development through execution and analysis

· Proven track record in building customer journeys, with focus on personalisation. Strong technical knowledge with UI/UX experience desired

· Strong understanding of offline-online integration to ensure tech-enabled programmes / products are seamlessly built and delivered

· Ability to offer a fresh and objective view on efficacy of current programmes and provide steer on prioritisation, enhancement or necessary phasing out

· Project management skills to manage multiple high-profile projects, and track and report project milestones, deliverables and results
