KidSTART was introduced as a three-year pilot programme in 2016 to provide upstream support to children (aged 0-6) from low-income families in the areas of childhood development, health and social service. As we prepare to expand into new regions over the next few years, the Ministry of Social and Family Development is setting up a dedicated agency to implement the KidSTART programme and deepen partnerships between the community and Government to give these children a good start in life.

Description of Division/Branch:

You will be part of the Corporate Development team, tasked to oversee a suite of corporate services in Finance, Human Resource, Payroll and Claims, Data Management and IT services to ensure smooth running of the office. As part of the process, the team will have to work closely with other branches in the organisation, engage with funders and stakeholders across Government and non-Government agencies, and work closely with senior management to forecast and anticipate evolving needs of the organisation.  

As a Manager, you will provide supervision to the Data Management staff and be expected to work closely with senior management, the Board and ECDA.

 

Responsibilities

  • Lead the design and develop the Data architecture roadmap, including data modelling, Data Integration Processes, Database Resource Planning, Infrastructure Performance, Data Governance and Security Management.
  • Oversee data management of modules that support service delivery and operations under existing systems
  • Understand business needs/pain points in order to scope the problem and develop a business case on how to turn data into critical information and knowledge that can be used for policy making, streamlining operations or developing solutions for the organisation.   
  • Oversee sourcing for suitable solutions (any combination of solutions comprising hardware, software etc) to support the organisation’s needs.
  • Oversee the procurement process and the performance of contractors in meeting the requirements and service level agreements.
  • Oversee audit of data and processes to ensure data quality and integrity throughout the data ecosystem.
  • Oversee enforcement of IT policies, standards and procedures for good IT governance

 

Competencies  

Functional/Technical Competencies

  • Tertiary qualifications in a related discipline, preferably in information systems, business analytics, computing science
  • At least 6-8 years of working experience in managing technology projects, business analysis and/or project management roles for data integration
  • Be conversant in working with technology, systems and data analysis
  • Candidates with experience in technology solutions to develop API ecosystem, data management / ETL, data lake / data warehouse, metadata management, etc. would be advantageous

  • Excellent communication, project management and analytical skills
  • Ability to concurrently oversee multiple projects
  • Flexible and nimble towards organisational change and development
