KidSTART was introduced as a three-year pilot programme in 2016 to provide upstream support to children (aged 0-6) from low-income families in the areas of childhood development, health and social service. As we prepare to expand into new regions over the next few years, the Ministry of Social and Family Development is setting up a dedicated agency to implement the KidSTART programme and deepen partnerships between the community and Government to give these children a good start in life.

Description of Division/Branch:

You will be part of the Corporate Services team, tasked to oversee a suite of corporate services in Finance, Human Resource, Payroll and Claims, Data Management and IT services to ensure smooth running of the office. As part of the process, the team will have to work closely with other branches in the organisation, engage with funders and stakeholders across Government and non-Government agencies, and work closely with senior management to forecast and anticipate evolving needs of the organisation.  



Human Resources

  • Coordinate meetings between the organisation and key stakeholders
  • Support Senior Management team to ensure Staff Handbook and related procedures are up-to-date and enforced
  • Support HR in the recruitment and selection process of new staff
  • Provide support for first day induction & orientation programme to ensure that newcomers have sufficient information provided to start their career in the organisation.
  • Plan and implement employee engagement activities


  • Support in the preparation of monthly financial and management reports
  • Support in the preparation of budget and cash flow projections
  • Support in the management of the office space and all day-to-day matters/purchases required to keep the office running
  • Support in submission of financial reports to funders
  • Provide secretarial support to the Audit and Finance Committee and Human Resource Committee
  • Handle ad hoc projects/responsibilities as and when required


  • Provide administrative support to ensure smooth running of the office (e.g.utilities, bills, office supplies)
  • Oversee facilities management of premise
  • Support the admin needs of the different branches



Functional/Technical Competencies

  • Tertiary qualifications in Human Resource or Finance 
  • At least 1-2 years of working experience in similar roles working with senior management
  • Ability to concurrently oversee multiple projects

Generic Competencies

  • Excellent communication, project management and analytical skills
  • Flexible and nimble towards organisational change and development
