KidSTART was introduced as a three-year pilot programme in 2016 to provide upstream support to children (aged 0-6) from low-income families in the areas of childhood development, health and social service. As we prepare to expand into new regions over the next few years, the Ministry of Social and Family Development is setting up a dedicated agency to implement the KidSTART programme and deepen partnerships between the community and Government to give these children a good start in life.

Description of Division/Branch: 

You will be part of the strategic programme planning and operations team, tasked to strategise and coordinate operations, systems and processes across KidSTART programmes. This includes planning, reviewing and monitoring service models, data tracking, programme structures, content as well as developing frameworks to monitor programme implementation fidelity. As part of the process, the team will develop stakeholder networks, oversee the volunteer management framework, manage contracts with service providers to ensure programme fidelity. The team is also expected to engage families, social/ community partners and government agencies to provide systematic, integrated and holistic support to children and their families.

Responsibilities

  • Identify and feedback to the Early Childhood Development Agency on key and emerging areas of systems-level support required by KidSTART families, e.g. health, education, social and financial support etc., and oversee efforts to work with internal and external stakeholders (e.g. other CLG branches, MSF/ECDA departments, government agencies) to develop operational policies and processes which would be implemented at the regional level.
  • Ensure alignment and consistency in the implementation of inter-agency protocols developed by the Programme Planning team, across KidSTART regions.
  • Develop and support inter-regional implementation platforms for KidSTART partners, preschools and stakeholders.
  • Engage and network with key external and internal stakeholders and partners to tap on resources and expertise, plug service gaps, advocate for additional resources and support for families etc.
  • Coordinate requests or gaps across CLG regional teams which could be supported by the Growing Together with KidSTART initiative, assess potential offers of partnership that cut across KidSTART regions, and work with CLG departments to plan how corporates or volunteers can contribute to KidSTART.
  • Develop and review outreach ops policies, SOPs and indicators, and work with regional teams to monitor KidSTART SSAs’ outreach work.

 

Competencies

Functional/Technical Competencies

  • Tertiary qualification with least 2 years of relevant work experience in the early childhood development, social service or non-profit sectors
  • Relevant experience in putting in place stakeholder engagements systems and/or volunteer management frameworks would be an advantage 

 

Generic Competencies

  • Excellent team player with good interpersonal and communication skills
  • Good analytical, problem solving and facilitation skills and ability to engage and relate to different stakeholders
  • A proactive and highly motivated individual with a passion for serving less advantaged families and young children who may require additional support
