KidSTART was introduced as a three-year pilot programme in 2016 to provide upstream support to children (aged 0-6) from low-income families in the areas of childhood development, health and social service. As we prepare to expand into new regions over the next few years, the Ministry of Social and Family Development is setting up a dedicated agency to implement the KidSTART programme and deepen partnerships between the community and Government to give these children a good start in life.

Description of Division/Branch:

You will be part of the programme planning and delivery team that strategise and coordinate operations, systems and processes across KidSTART programmes. This includes planning, reviewing and monitoring service models as well as develop stakeholder networks, oversee volunteer management framework, manage contracts with service providers to engage families, social/ community partners and government agencies to provide systematic, integrated and holistic support to children and their families.

Support Functions for KidSTART programme planning and programme delivery regional team

  • Provide administrative support to the team such as the procurement and delivery of emergency items to meet urgent basic needs of children, such as milk powder and diapers (during contingencies) and procurement of other resources, such as books and toys, needed for KidSTART practitioners in service delivery
  • Assist in the collation of statistics and report on trends on the profile and needs of KidSTART families, fidelity monitoring of service delivery for various programme components for operational planning
  • Coordinate multidisciplinary case reviews with multiple stakeholders, consultants and KidSTART practitioners
  • Establish linkages with community agencies, pre-schools, social service agencies to facilitate access to services and resources for KidSTART families (e.g. retrieval of relevant reports and information)
  • Participate actively and contribute to discussions in team meetings, supervision sessions, training and multidisciplinary case reviews.
  • Provide support in preschool placement for KidSTART practitioners and when necessary
  • Provide administrative support where required

Competencies

Functional/Technical Competencies

  • Tertiary qualifications in social work, counselling, psychology or equivalent
  • At least 1 year of work experience in the social service sector
  • Fluency in another language such as Malay, Mandarin or Tamil will be useful
  • Passionate and committed to work with caregivers and their children
  • Empathetic towards the needs and challenges of caregivers
  • Willing and able to work on some weekday evenings and weekends

Generic Competencies

  • Excellent team player with good interpersonal and communication skills
  • Meticulous and ability to organise and manage data and knowledge of data processing software such as MS Excel
  • Motivated towards learning and professional development
  • Flexible and nimble towards organisational change and development
