KidSTART was introduced as a three-year pilot programme in 2016 to provide upstream support to children (aged 0-6) from low-income families in the areas of childhood development, health and social service. As we prepare to expand into new regions over the next few years, the Ministry of Social and Family Development is setting up a dedicated agency to implement the KidSTART programme and deepen partnerships between the community and Government to give these children a good start in life.

Description of Division/Branch:

You will be part of the Programme Delivery Branch in the KidSTART. The team works closely with appointed KidSTART Social Service Agencies (SSAs) and ECDA, and aims to support the implementation of the KidSTART programme in each region and develop an ecosystem of support for low-income families with young children. The regional teams in the branch will work with the key stakeholders delivering various KidSTART programme components in each region to ensure a coordinated delivery on the ground. The regional teams will also support efforts to mobilize the broader community such as corporates and volunteers, through the Growing Together with KidSTART initiative, to create collaborative and sustained partnerships to support the programme and foster deeper connection with KidSTART families.

Responsibilities

  • Undertake community and stakeholder mapping in each region to understand the strengths and needs of the communities, and identify key stakeholders for engagement
  • Work with KidSTART Home Visitors, practitioners and KidSTART SSAs to ensure the communications and roll out of the KidSTART programme components in each region are delivered in a coordinated manner. This may include the following:
    • Develop a roll out plan of the various KidSTART programme components at the regional level, and consult KidSTART practitioners on the plan.
    • Set up engagements with stakeholders in sectors such as preschool, social services, health, education and community, to raise awareness of the importance of early childhood development and introduce the various components under KidSTART. Where possible, to also set-up multi-sector engagement platforms to develop a shared vision and collective plan of action to achieve positive child development outcomes.
    • Develop operational protocols with agencies serving low-income families.
    • Oversee regional platforms to ensure the entities delivering the various KidSTART programme components are doing so in a coordinated manner.
  • Conceptualise and plan how corporates or volunteers can contribute to the KidSTART programme through the Growing Together with KidSTART initiative. This may include assessing potential partnership proposals or developing proposals for corporates to provide sustained contribution to KidSTART. 
  • Work with KidSTART SSAs to conduct outreach to low-income families with children and bridge the last-mile support to enable families to access relevant resources or programmes.
  • Perform Intake and Assessment function at the regional level and ensure prompt follow up and assistance for families referred to the CLG.
  • Support KidSTART SSAs in the recruitment and management of volunteers, to ensure volunteers are meaningfully engaged.
  • Carry out regular programme monitoring and fidelity audits on KidSTART SSA’s operations, e.g. programme delivery and volunteer management.
  • Collate, analyse and surface ground feedback on issues related to children from low-income families as part of efforts to review government policies and schemes.

Competencies  

Functional/Technical Competencies

  • Familiarity with systems thinking, community development approaches or early childhood is an advantage.
  • At least 2 years working experience in the social service, non-profit or community sectors.

  • Strong interpersonal, facilitation and communication skills, and have demonstrated ability to influence and build trust with stakeholders.
  • Able to work well in a fast-paced and dynamic environment.
