You will be part of the Human Resource Division in the Professional and Corporate Development Group. As trusted adviser and strategic partner to line divisions in HR matters, we strive for MSF to be an “employer of choice” to fulfil our mission of building a society that is cohesive and resilient.

As Assistant Manager/Senior Executive, Strategic Workforce Analyst, you will be tasked to develop workforce plans to support the Ministry’s transformation efforts and strategies to help the workforce adapt to the changing operating environment. Specifically, you will be involved in the following:

  • Partner HR Business Partners to conduct ministry-wide audit on current and future capabilities to prepare the workforce for transformation
  • Develop plans on re-designing of work roles, re-skilling of workforce as well as employee communications
  • Represent HR in working with other strategic planning units within MSF to formulate and develop MSF transformation plans
  • Work with Senior Management on strategic manpower planning to enable divisions to deliver their services and functions effectively in the current COVID 19 situation for the immediate to long-term future.  
  • Manage and analyse human capital and workforce data to support data-driven approach in decision making for various HR tracks
  • Be in the know of macro manpower trends and provide insights and data to propose solutions and support interventions

 

Job Requirements

 

Functional/Technical Competencies

  • Tertiary level education in Business/HR/Economics/Statistics
  • At least 3 years’ experience in manpower development and planning or strategic workforce or corporate planning
  • Ability to collect data and draw analysis
  • Ability to engage stakeholders and put forth proposals in a constructive manner   
  • Strong analytical, written, communication and inter-personal skills.

  • A proactive attitude, results oriented and display strong multi-tasking skills to meet tight deadlines

  • Ability to proactively identify and manage the impact of changes in the society and Whole of Government to anticipate and plan for the Ministry’s manpower needs
