The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime. The Commercial Affairs Department (CAD) is a specialist staff department under the SPF and is the principal white-collar crime investigation agency in Singapore. We investigate a spectrum of commercial and financial crimes and safeguard Singapore’s integrity as a world-class financial and commercial centre through vigilant and professional enforcement of the laws. Our mission is to prevent, deter and detect financial crime. 

As a Research and Development Officer in the CAD, you will play an important role in forging a more capable and energised CAD that is a force to be reckoned with. 

You will be placed under the Management Executive Scheme. 


Job Expectations  

We are looking for a conscientious and dynamic individual to be part of our Planning and Organisation Development Division. You will have the opportunity to learn skills in organisational development and design as well as hone your communication and facilitation skills. 

You will be required to collate and analyse different sorts of data, so as to derive an accurate and holistic picture of CAD’s current operating environment and situation. As part of data gathering, you will also be required to engage and/or conduct focus group discussions with various stakeholders (both within and outside of CAD) in order to distil the challenges and requirements that the various stakeholders face.  

You will also be required to conduct environment and horizon scanning, with a view to identifying the threats and opportunities that CAD needs to be prepared for. This includes also the conducting of comparative research to identify and analyse similarities and differences between CAD and our local and foreign counterparts.    

Finally, you will be required to evaluate and recommend action plans to develop a future-ready CAD. These action plans may be at the CAD-level, SPF-level, or inter-agency level, and may also include a re-organisation of CAD’s organisational structure or a review of CAD’s concept of operations.



  • Possess strong analytical skills and an agile mind 

  • Able to switch easily between taking a broad, strategic perspective and drilling down to think critically on key issues 

  • Is meticulous and conscientious 

  • Able to work both independently and as a team 

  • Possess strong interpersonal and communication skills (written and verbal) 

  • Is tenacious and able to work in a fast-paced environment 

  • Background in human resource consulting, strategic management and business analytics would be an advantage 

  • Prior experience in related areas such as strategic planning, organisation design, human capital development, design thinking, and data analytics would also be an advantage
