Job Description

The Info-communications Media Development Authority (IMDA) (“the Authority”) leads Singapore’s digital transformation with infocomm media. To do this, IMDA will develop a dynamic digital economy and cohesive digital society, driven by an exceptional infocomm media (ICM) ecosystem – by developing talent, strengthening business capabilities, and enhancing Singapore’s ICM infrastructure. IMDA also regulates the telecommunications and media sectors to safeguard consumer interests while fostering a pro-business environment, and enhances Singapore’s data protection regime through the Personal Data Protection Commission.

As part of the #SGUnited Jobs initiative, we are looking for a Manager – Ecosystem Development, to provide support the team to nurture our local base of Tech SMEs and start-ups in the industry through the development of their digital capabilities.

This role belongs to the Innovation & Tech Ecosystem Division which develops and execute programmes to nurture and grow technology companies in Singapore as part of their transformation journey to scale rapidly and compete globally.

 

Manager to be involved in:

As a Manager for Ecosystem Development, he/she will be part of the team that is responsible for nurturing the local base of Tech SMEs and start-ups through capabilities development programmes, ensuring their readiness and competitiveness in a Digital Economy. Required to engage and work extensively with multiple internal and external teams, he/she will work with the team to plan and execute strategies and programmes, assist in grants evaluation and assessment, to strengthen the digital capabilities of the Tech SMEs/Start-up, with the aim of developing a strong supply of Tech SMEs that is competitive globally.

  • Work with internal and external stakeholders to execute strategic capability development programmes to strengthen digital capabilities of local Tech SMEs/start-ups.
  • Identify and drive strategic partnerships and alliances with MNCs, Digital Champions and Trade Associations and Chambers (TACs) to foster synergistic collaborations and capability translation within the Infocomm Technology sector.
  • Identify relevant stakeholders to engage for execution and project manage the entire planning, execution, working with other divisions (e.g., SMEs Go Digital, Human Capital Cluster, Comms & Marketing) to identify and engage relevant Tech start-ups and SMEs to participate in capability development programmes such as GoSecure and GoCloud.
  • Provide close loop reporting and debrief of each engagement plan/implementation project on critical issues and status leading to successful completion, status on Budget utilisation, timeline and outcome achieved.
  • Liaising with Tech SMEs/Start-ups on their grant applications, and assisting in grants processing to evaluate, assess and obtain approvals for applications, and project closures for grant disbursements.
  • Other responsibilities include business operations and other supporting work in addition to the above core responsibilities e.g. marketing and publicity related activities to drive awareness of programmes.

 

Technical skills & Competencies you will be able to learn during this job placement:

  • Partnership & Alliance Management - Identify and drive strategic partnerships and alliances with MNCs, Digital Champions and Trade Associations and Chambers (TACs) such as SGTech, to foster synergistic collaborations and capability translation within the ICT sector.
  • Programme Management - Provide close loop reporting and debrief of each engagement plan/implementation project on critical issues and status leading to successful completion, status on Budget utilisation, timeline and outcome achieved.
  • Fund & Grant Management – Assess projects and opportunities that require funding support (e.g., Enterprise Development Grant (EDG) & Market Readiness Assistance (MRA) grants) for the growth of Tech SMEs in the industry.

Requirements:

  • Min 2 years working experience in Infocomm & Computing industry or Business Management with experience in ICT.
  • Demonstrate strategic thinking ability.
  • Some experience in business development including forging of partnerships and alliances,  and project management, as well as administration of government grant schemes and engaging SMEs or start-ups, is a plus.
  • Basic knowledge in emerging Tech (AI, IoT, Cybersecurity, Blockchain) and Information Technology (Hardware, Software, IT Services and Online Services).
  • Meticulous and attention to details.
  • Strong written and spoken English. Proficiency in Excel and PowerPoint a plus.
