Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Job Description

You will be part of a team at the forefront of the Institute of Governance and Policy’s efforts in designing and developing synchronous and asynchronous learning interventions for public service officers.  An interest in capability development is essential. While learning development will be your main competence, you will also see through the end-to-end process for each learning intervention, from stakeholder/client engagement, design and development, implementation and marketing, and evaluation for continuous improvement. You will in the process collaborate and consult with colleagues such as (but not limited to) researchers serving as subject matter experts, corporate communication and marketing teams, delivery teams, and external expert partners to deliver each learning intervention.

 

You shall preferably possess 1 – 2 years of experience in a similar learning & development capacity, and prior experience in producing digital learning packages is advantageous. You shall also possess a keen interest in public policy and have some knowledge of policy issues in one or more domains such as public governance, policy tools, public communications and engagement, and social economic policy. 

 

This role will focus on the policy tools (e.g. behavioural insights, evaluative methods) and social economic policy domains.

 

Job Requirements

  • Preferably 1 - 2 years’ relevant experience in learning and development, and events management. 
  • Interest in current affairs and public policy issues, to support content development and effective intervention design.
  • Adaptable and flexible, with an ability to work independently as well as in a team in a fast-changing environment.
  • Have good analytical and communications skills.
  • Able to work collaboratively within CSC and with external partners.
    • Demonstrate integrity and drive for excellence in work.
