Overview of Programme Evaluation Department

The Health Promotion Board is embarking on a five-year Strategy which focuses on supporting the delivery of Precision Public Health. The department is responsible for taking a proactive role to drive the implementation of big data and advanced analytics, in collaboration with our partners, to support the delivery of impactful interventions that translates to positive population health outcomes as well as facilitate a multi-disciplinary, data-driven approach to evaluating the impact of our programmes.

Overview of the role

This role is pivotal in helping to realise the ambitious growth plans of health promotion research and analytics to transform health promotion delivery towards greater precision. He/she will at the forefront of setting up and implementing data architecture and structuring of big data from HPB programmes, administrative datasets as well as cross-domain partners’ data (e.g. phenotypic, screening, sensor) to facilitate data feature engineering and data modelling work as well as analytics and data science collaborations with our partners. He/she will be responsible for supporting the development of a robust data strategy to enable better quality, interpretation and inter-operability of big data and set-up of processes and governance frameworks to facilitate expedient access of lifestyle data through HPB’s Population Health Data Hub.

The role will also have the opportunity to participate in strategic collaborations with innovative global technology and research partners to get first hand exposure to a wide variety of high fidelity devices/sensors data, biometrics and clinical data as well as close interactions with their analytics teams for cross-learning opportunities. He/she will also be at the forefront of translating data insights and analytics outcomes into tailored delivery by HPB and our partners to our citizens.


· Develop and implement a robust data strategy to support better access, integration and use of big data in HPB

· Drive data engineering processes related to data ingestion, data imputation, data transformation and integration to facilitate data partnerships and analytics use cases

· Perform data codification and indexing to facilitate data interpretability and searchability (e.g. data schemas, data dictionary)

· Translating research and analytics questions into hypothesis-driven data features to facilitate model training, research and data science applications

· Drive user acceptance testing for platform features relating to recommendation engines and the population health data hub

Qualifications and Skills

· Qualifications in computer science, software engineering, business analytics, statistics or equivalent, or candidates with other disciplines with relevant experience are welcomed to apply

· At least 3 to 5 years of experience of proven track record in data mining, analytics, technology or designing, developing and database management

· Familiarity in user acceptance test process for system implementations and/or aggregated data reports

· Proficient in the use of ETL/programming softwares, e.g. Python, R, SQL, MS SQL server, SAS, Power BI

· Experience in data quality management and monitoring or data privacy, protection and governance work would have an advantage

· Numbers-savvy and possess strong problem solving and critical thinking skills, with strong ability to connect the dots, grasp new concepts and work with ambiguity

· Possess the maturity and interpersonal skills to build collaborative relationships and engaging with a wide range of stakeholders with differing data handling experiences

· Strong problem solving and project management skills and able to think independently to offer resolutions to issues or barriers stakeholders may face
