Description of Group:

The Rehabilitation and Protection Group (RPG) provides services for the rehabilitation of adult and juvenile offenders and the protection of children and families. We are passionate and committed to making a difference in the lives of these children, youths and families and are looking for like-minded individuals who share the same passion as us to join our dynamic and life-changing team.

Description of Division/Branch:

The Central Youth Guidance Office (CYGO) is an inter-ministry setup comprising officers seconded from MOE, MHA and MSF. We look into early intervention strategies to prevent youth-at-risk from committing crime. As the central co-coordinating agency, we keep an overview of the programmes and services for the youth-at-risk and look into addressing the gaps.

Brief Description of Job Scope:

As a Manager in the Central Youth Guidance Office (CYGO), you will work with various partners to formulate strategies to prevent youth-at-risk from committing crime.

Responsibilities:

  • Work closely with relevant partners (both Government agencies and community stakeholders) to formulate strategies to (i) prevent offending or re-offending by children and youth; and (ii) help offenders and their families integrate smoothly back into society.  This includes working closely with other Ministries to ensure that the initiatives rolled out to serve similar clients and tap on similar community resources are well-coordinated and implementable.
  • Work closely with relevant partners to map out and critically review the landscape of interventions for youth-at-risk. This includes: (i) engaging agencies and community partners, reviewing specific programmes, (ii) working closely with different research teams to distil findings or data to better inform policy-making or programme development, and (iii) proposing enhancements or new models/programmes, as appropriate. 
  • Work closely with relevant stakeholders to uplift the capability and capacity of the youth work sector, such as the development of training and progression pathways.
  • Be part of the NCPR secretariat.  You will be involved in Whole-of-Government efforts and coordination in achieving the terms of reference of NCPR.

Competencies Required:

  • Tertiary qualification, with a minimum of 2 years of related experience in policy, strategy or sector capability development 
  • Possess strong analytical and numeric skills
  • Possess strong planning skills, with a high degree of professional integrity.
  • Strong writing, interpersonal and communication skills.
  • Ability to work independently, as well as a good team player in a dynamic environment.

 

The successful candidate will be offered a 2-year contract in the first instance.
