Description of Division/Branch:

Youth Residential Service (YRS) is responsible for the rehabilitation, protection and reintegration of youth placed in secure care at the Singapore Boys’ Home and Singapore Girls’ Home. The Homes are gazetted as a Juvenile Rehabilitation Centre for youth offenders dealt with by the Youth Court and as a Place of Safety for youths admitted on a Family Guidance Order, Care and Protection Order or under the Women’s Charter.

Brief description of Job Scope:

As a Senior HR & Training Officer / HR & Training Officer, you will be responsible in developing, contextualizing, reviewing and implementing HR and training policies and measures for YRS.


Your work includes the following:


  • Partner units in YRS and divisions in MSF to conduct training needs analysis, develop and implement effective learning strategies to meet the competency needs of officers in YRS
  • Review and develop training approaches to improve training pedagogy
  • Develop and implement campaigns to promote learning within YRS
  • Oversee training administration, including procurement, manage training partners/vendors, attendance tracking, training evaluations and recommendations to increase training effectiveness


  • Support the review of and contextualize HR policies for officers in YRS
  • Provide day-to-day administrative support on staff well-being and HR related matters
  • Manage staff recruitment, talent attraction and retention as well as other staff development initiatives
  • Develop internal communications strategies
  • Oversee other projects, e.g. implementation of immunization exercise for staff

Competencies required: 

  • Tertiary education in any discipline with at least 2 years of experience in Learning and Development preferably in the social services setting (youth and rehabilitation)
  • Team player who is comfortable working through ambiguity and in a fast-paced dynamic environment where independence, positivity and adaptability are required
  • Well-organized and meticulous with the ability to multi-task
  • Good communication (verbal and written), collaboration and interpersonal skills
