Description of Division/Branch

Youth Residential Service (YRS) is responsible for the rehabilitation, protection and reintegration of youth placed in secure care at the Singapore Boys’ Home (SBH) and Singapore Girls’ Home (SGH). The Homes are gazetted as a Juvenile Rehabilitation Centre for youth offenders dealt with by the Youth Court and as a Place of Safety for youths admitted on a Family Guidance Order, Care and Protection Order or under the Women’s Charter.

Brief description of Job Scope

To plan, design, strategize, centrally coordinate and drive initiatives for communications, staff support, training and professional growth for Youth Guidance Officers (YGOs) within the SGH.


The incumbent will assist in, but not limited to, the following areas:

Professional Development

  • Identifies and anticipates gaps, develops/makes available developmental programmes to enable officers in meeting the professional needs of YGM
  • Collaborates with stakeholders to assess and/or improve professional developmental plans and needs of YGM
  • Plans, develops and/or facilitates training for new and/or existing YGM staff
  • Researches trends, training methodology, platforms, frameworks (such as WSQ) and/or curriculum to improve the overall capacity of YGM
  • Reviews and evaluates training content and service delivery to ensure relevance and effectiveness
  • Coordinates and supports the implementation of YRS’s competency framework for officers in YGM unit

Staff Support

  • Develops and implements a workplace well-being strategy that safeguards the holistic well-being and mental resilience of officers in YGM unit. This includes but not limited to the following areas,
    • Provides assistance to the team in managing crisis/non-crisis situation, as well as renders support to the officers-in-need after the situation
    • Aids in building a supportive culture amongst staff
    • Collaborates with stakeholders to facilitate sharing to enhance staff’s well-being

Operation Communications

  • Drafts and executes comms plans to update staff of changes to operational policies, doctrines, procedures and processes
  • Strategizes, plans, coordinates and drives changes, progress and initiatives within YGM unit
  • Anticipates, develops, coordinates and drives initiatives to meet and manage operational challenges within YGM unit
  • Provides guidance to Youth Guidance Officers (YGOs) on staff work related matters


The jobholder will need to be familiar with the challenges of working in an institutional environment and serve as an exemplary role-model for both staff and youths and maintain a professional and positive attitude.

The jobholder will be required to understand the operational challenges of Youth Guidance Officers (YGOs), have prior training/curriculum development experience to strengthen and deepen YGO’s capacity and craftwork while ensuring quality service delivery, integrity and professionalism.

The incumbent will be required to plan, strategize and develop materials/curriculum, train/facilitate and contribute in, but not limited to, the following focus areas:

  • Ground Operations and Discipline Management
  • Mastery and Training of key areas of expertise and/or specializations
  • Service Delivery Standards and Quality
  • Youth Engagement and Management
  • Any other duties assigned which are aligned to the overall objectives of YRS

Competencies Required

The preferred candidate should possess the following:

  • Familiar with the operational demands and/or challenges of staff working in an institutional and secure environment.  Candidates with experience working in an institutional environment would be preferred
  • Adept with the training and/or skills needed to enhance the overall capacity of staff working in such an environment
  • Strong communications, good writing, listening, coordination, strategic thinking, interpersonal and people management skills to effectively engage staff, youths and internal/external stakeholders. In addition, the incumbent should have strong analytical skills and conceptual skills.
  • Prior experience in training, relevant training qualifications/certifications, relevant IT skills (Microsoft applications etc) and good applicable knowledge/usage of video conferencing/hosting tools such as Skype, Zoom etc.

In the course of his/her duties and while developing content(s), the incumbent will be guided by rules, regulations, procedures, instructions, guidelines laid out by the Home and the relevant governing legislations such as, but not limited to, the following:

  • Children and Young Persons Act
  • Children and Young Persons (Government Homes) Regulations
  • Standards of Care governing the running of an institution
