Description of Group:

The Rehabilitation and Protection Group (RPG) provides services for the rehabilitation of adult and juvenile offenders and the protection of children and families. We are passionate and committed to making a difference in the lives of these children, youths and families and are looking for like-minded individuals who share the same passion as us to join our dynamic and life-changing team.


Description of Division/Branch:

The Central Youth Guidance Office (CYGO) is an inter-ministry setup comprising officers seconded from MOE, MHA and MSF. We look into early intervention strategies to prevent youth-at-risk from committing crime. As the central co-coordinating agency, we keep an overview of the programmes and services for the youth-at-risk and look into addressing the gaps.


Brief Description of Job Scope:

As a Manager in the Central Youth Guidance Office (CYGO), you will be involved in planning, developing and managing programmes and initiatives to support youth-at-risk. You will consult, engage and work with various stakeholders to implement them. You will also be required to take on communications and international relations work for the Division.



  • Manage and evaluate existing programmes and initiatives such as the Youth Go! Programme, and identify new trends and strategies to support youth-at-risk. This includes working closely with community agencies to manage and oversee the smooth running of the programmes, analysing data and statistics and reviewing the programme to increase effectiveness and reach. You will also manage financial and administrative paperwork/ responsibilities related to the programme.
  • Develop a purposeful communications plan, to profile the work and partners under the National Committee on Prevention, Rehabilitation and Recidivism (NCPR). You will plan events, visits, or releases of publications and infographics featuring research findings or the collective effort of atpublic). You will maintain and manage public-facing websites and social media platforms to showcase the NCPR’s efforts.
  • Identify and seek out opportunities for interested stakeholders to co-develop and implement pilot projects or programmes that support national initiatives. You will also create opportunities to showcase or celebrate such efforts.
  • Support partnership and international relations efforts within the Division, including organising and working with colleagues to facilitate briefings to visiting delegations both local and overseas.
  • Be the Business Continuity Management representative for the Division.  This involves reviewing the existing BCM plan from time to time, to ensure relevancy in the operating context at the time.
  • Be part of the NCPR secretariat. You will be involved in Whole-of-Government efforts and coordination in achieving the terms of reference of NCPR.


Competencies Required:

  • Proficiency in basic Microsoft software. Experience in design work will be an advantage.
  • Strong writing, interpersonal and communication skills.
  • Creative, analytical, resourceful and highly motivated.
  • Ability to work independently, as well as a good team player in a dynamic environment.
  • Ability to multi-task, work independently and be an effective team player.
  • Tertiary qualification in a related discipline, preferably with a minimum of 2 – 3 years of related experience in programme management, partnerships or engagement.
  • Ability to take a broad, strategic perspective. Experience in policy-making is a bonus.
  • Strong interpersonal skills; comfortable working and engaging multiple stakeholders in the public and people sector; able to build good collaborative relationships with internal and external stakeholders.

 The successful candidate will be offered a 1-year contract.
