The Service Delivery and Coordination Division (SDCD) oversees the provision of financial and other social assistance, including that delivered through the Social Service Offices. It also, carries out service management of regional services as well as provides guidance on the coordination of complex cases.

Responsibilities As a Project Manager, you will be responsible for the coordination and completion of the system enhancement project within the stipulated timeline and budget.

This involves the following:

  • Manage the procurement of the services and process
  • Requirement gathering from external and internal stakeholders
  • Proper documentation of the functional specifications
  • Develop a detailed project plan to monitor and track project status and performance
  • Work with IT team to ensure smooth and secure end-to-end integration with systems of other government agencies and systems maintained by Divisions within MSF
  • Work with IT team, vendor and stakeholders on solution alternatives, ensuring technical compatibility, business operation suitability and pleasant user experience
  • Conduct presentations, walkthroughs, information sharing with the internal and external stakeholders
  • Oversee the user acceptance testing of the system functions
  • Work with IT team and vendor to develop migration of data, ensuring compatibility and usability
  • Work with vendor and stakeholders to resolve technical issues raised
  • Perform other related duties as assigned

This is a supernumerary position which will expire on 30 Dec 2022.


Requirements

  • Tertiary qualification in a related discipline
  • At least 5 years working experience in management or leadership position
  • Comfortable with systems and data management
  • Trained in Agile methodology and Scrum
  • Experience in project management for system development is preferred
  • Be comfortable with working with multiple stakeholders
  • Good at engagement and collaboration with internal & external stakeholders
  • Have strong leadership, communication, project management and analytical skills
  • Self-driven and independent, and able to work well in a team
