Job Summary:

An employee is this classification performs work of moderate difficulty by providing the administration of the procurement function of the college. Work is distinguished by the ability to ensure compliance of all procurement policies and guidelines and the management of the procurement staff. Direction is received form the Managing Director of Business Services.

Required Knowledge, Skills & Abilities:

1. Bachelor's degree (BA/BS) from four-year college or university in business related discipline; or equivalent combination of education and/or experience.
2. Minimum 5 years purchasing experience.
3. Three years supervisory/management experience.
4. Experience in MRO, construction, equipment and services procurement
5. Ability to work in a highly regulated environment
6. Strong analytical skills, budgeting and strategic planning experience
7. Working knowledge of contract review and management
8. Excellent written, verbal and interpersonal communication skills
9. Strong organizational skills; ability to effectively prioritize and process a large volume of documents and complex projects accurately, and with minimal oversight, in a high pressure environment with rapidly changing priorities
10. Ability to bridge relationships with individuals and to manage the efforts of cross-organizational workgroups to build consensus among a broad spectrum of diverse personnel at varying organizational levels
11. Ability to develop and maintain strong relationships with vendors
12. High degree of computer literacy; proficient with Microsoft products including Word and Excel. Must be able to create detailed spreadsheets for analysis.
13. Experience and knowledge of purchasing card administration.
14. Experience in project management

Desired Knowledge, Skills & Abilities:


Essential Duties:

1. With Managing Director, administrate the College’s purchasing function; total spend of approximately $33.1mm.
2. Build and maintain effective relationships with senior administrators, Deans, Associate Deans, Executive and Managing Directors to determine needs, develop strategies and provide support for their purchasing requirements.
3. Review standard contracts for compliance to policies, procedures and practices of contract management to optimize the value of the college’s procurements while mitigating risk. Ensure that contracts are budgeted and are fiscally responsible.
4. Evaluate, make recommendations for and develop college-wide policies and administrative procedures for the implementation of standards that represent best methods while conforming to federal and state laws and statutes.
5. Oversee College purchases for non-compliance to federal and state requirements and the College’s policies and procedures. Provide direction and training as required. Identify and remedy non-compliance issues.
6. Supervision of procurement staff.

  1. Perform other job-related duties as assigned which pertain to the job description.
  2. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.
