Work Schedule:

8:00 AM to 5:00 PM Monday through Friday

Salary grade 13, Commensurate based off education and experience.

Job Summary:

An employee in this classification performs work of moderate difficulty by being responsible for recruitment vacancy management processes Work is distinguished by the ability to create and foster relationships, and recruit candidates of diverse backgrounds. Serve as an institutional partner and peer resource, while  advancing the recruitment process and building organizational awareness. General supervision is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  1. Bachelor’s degree (BA) with a minimum of three years of related recruiting experience within a high-volume hiring experience or equivalent combination of training and experience.
  2. Good knowledge of human resources best practices, policies and procedures.
  3. Good knowledge of federal and state laws, rules, and regulations for recruitment and staffing, and the Fair Labor Standards Act (FLSA).
  4. Considerable skill in the use of the Microsoft Office Suite, Considerable skills in research and analyzing data including but not limited to, job market status, advertising, job fair/recruitment outreach, applicant data, time to fill and other recruitment related activities.
  5. Considerable skill in decision-making and organizing work to meet established deadlines while maintaining attention to detail.
  6. Considerable skills in the ability to learn and manage applicant tracking software (ex. PageUp).
  7. Considerable skill in interpersonal interaction to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds, and to establish supportive, respectful and collaborative relationships while staying consistent with recruitment and staffing policies and practices.
  8. Considerable skills in verbal and written communication.
  9. Working skill in operating a personal computer, applicable software, and peripheral equipment as well as learning and adapting to new and updated programs and technology.
  10. Must be available to work a flexible schedule, including evenings and weekends when required by the department’s needs.

Essential Duties:

  1. Responsible for all aspects of recruitment which include but not limited to:
    • Develop job postings from position descriptions while identifying appropriate sourcing methodologies for filling vacancies to ensure availability of diverse and qualified applicants while following institutional policies and complying with state and federal laws.
    • Provide ongoing support, training and coaching to hiring managers and search committees regarding hiring practices, conducting interviews, policies, procedures and selection/employment updates. 
    • Research and analyze data pertaining to recruitment, turnover, staffing patterns, pay practices in relation to internal equity and compensation philosophy of the College, labor markets and demographics to maximize utilization of staff. 
    • Analyze internal equity and job market data to determine compensation for all hires with Compensation & Classification Analyst and hiring manager.
    • Develop talent pipelines for future hiring needs.
    • Monitor the advertising and recruiting line items in the Human Resources budget to ensure expenses are within budgeted amounts.
    • Screen and test, if applicable, all applicants.
    • Conduct background/professional reference checks to verify applicable sections dependent on position type.
    • Assist with on-boarding employees.
    • Identify appropriate sourcing methodologies for filling vacancies.  Maintain knowledge of workforce trends.  Apply knowledge of existing workforce to profile and anticipate supply and demand conditions in the job market.
    • Interpret and utilize institutional polices effectively.  Comply with federal and state regulations, policies and policies.
    • Provide ongoing training and coaching to hiring managers and their staff regarding hiring practices, trends and selection/employment updates.
  2. Implement and manage the TMS, HireRight, , related ERP functions, etc.:
    • Responsible for the maintenance and upkeep of the applicant tracking and background check systems, etc. Input and maintain employee data within multiple computer applications.  Perform group data updates, exports, imports, clean-up, research/report and correct any data discrepancies.  Research, collect and analyze a wide variety of complex information requests using internal and external resources for preparing and submitting various reports.
    • Troubleshoot issues/problems related to the talent management system, etc.
    • Recommend and assist with the implementation of new system processes.
    • Provide training to employees.
  3. Develop and maintain community public relations and partnerships with various community agencies, social service and employment agencies, professional organizations/societies, and educational institutions. Establish and maintain relationships with other human resources representatives on processes and other human resources related issues. Establish membership and participate in various human resources related organizations. may serve on related committees and task forces.
  4. Prepare correspondence, files, forms and reports, arrange meetings, process confidential reports and documents, and track deadlines.         
  5. Maintains confidentiality of privileged information and adheres to applicable privacy laws
  6. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
  7. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
  8. Adheres to department guidelines for attendance and punctuality.
 

Other Duties:
