Strategic leader with strong technical capabilities to manage and direct the overall activities of the Water Supply Planning function. This position plays a critical role and provides leadership in developing future water supply options and management strategies. This position reports directly to the VP of Water Resources and is responsible for leading initiatives and representing LCRA's interest with state, federal and water agencies. This position will lead technical and regulatory communication on complex studies and matters, while building and fostering relationships with planning groups, conservation districts, regulators, public officials, and other professional organizations.

You will be trusted to:

- Prove leadership and direction to a team of staff and to various stakeholders as necessary for certain projects.
- Direct development, operation and maintenance of computer models and analytical tools for achieving department responsibilities (e.g. managing water supply planning support of water rights applications).
- Provide expert-level strategic planning and analysis support for the development and implementation of water supply strategies.
- Leads the development of LCRA's Water Management Plan. Develops and implements water supply strategy processes. Establishes groups and leads the groups in strategic planning and decision-making.
- Develops business strategies for future water supply programs and makes recommendations, proposals and presentations to senior management and/or Board of Directors.
- Leads initiatives and represents LCRA's interests at the TCEQ, TWDB, groundwater conservation districts, and numerous water agencies.
- Advocates, negotiates and interacts on water policies and planning before civic organizations, regional planning groups, stakeholder groups, groundwater conservation districts, customers and other professional organizations.
- Manages highly complex planning and water supply development projects. Works individually or with others to develop new or unique positions, concepts or statement to help resolve difficult problems or situations.

You qualify with:

- Twelve or more years of experience in managing complex water supply planning and/or water supply development projects, including at least five years of working with Texas water law and associated regulatory matters. 
- A degree(s) in engineering, environmental sciences, hydrology or relevant field may be substituted per LCRA guidelines for certain years of experience.

You are a great fit with:

- Licensed Professional Engineer in the State of Texas, with a strong water resource planning background.
Knowledge of hydrology, hydraulics, and lake operations, including a basic understanding of the lower Colorado River basin.
- Knowledge of water rights and related regulatory matters.
- Skill in articulating complex, technical information to both technical and non-technical audiences.
