What You'll Do:
This position manages our enterprise reporting and analytics unit. This role uses data to produce reports, extract files, create and manage dashboards, and perform impact analyses that inform the agency’s decision-making and policy development. The manager will oversee dashboard and reporting development and maintenance, Federal and State reporting, including grants, proactively engages with leadership, and participates in data stewardship, data governance activities.
Major duties and responsibilities include but are not limited to:
• Oversee the development, maintenance, and enhancement of reporting and dashboards. Manage Federal and State reporting requirements, including grants. Conduct impact analyses for data, reports, and dashboards to support decision-making, policy development, and potential consequences of a change to a project, system, or process. Implement AI solutions, LLM (Large Language Models), and predictive models to forecast future events.
• Manage project timelines and communication with staff, stakeholders, and leadership for reporting and dashboard due dates. Proactively engage with organizational leadership to allocate staff and resources effectively. Lead projects, product upgrades, and implementations while ensuring on-time and on-budget delivery.
• Facilitate and participate in meetings with internal and external organizations. Collaborate with Executive leadership from AHCCCS, other State agencies, and business partners to review reports and dashboards. Manage the collection and dissemination of business requirement planning, analysis, logical and physical design, implementation and maintenance of reporting, analytical tools, and dashboards.
• Create and manage reporting workflows in alignment with the Software Development Life Cycle (SDLC), ITIL, COBIT, State and Federal, and AHCCCS policies and procedures.
• Manage relationships with contracted organizations, such as vendors and business partners, to facilitate reporting and dashboard development and software and application development tools.
• Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations).
• Manage training for reporting tools such as Power BI and Cognos. Participate in data stewardship and data governance activities to ensure data integrity and compliance.

Minimum:
• Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Business Management, Analytics or closely related field and 5 years of experience in a health insurance, Medicaid, or Medicare organization, specifically in developing reports, analytical tools, and dashboards (or equivalent experience).
Preferred:
• Master's degree in a related field and 2+ years of supervisory experience in a business analysis or Information Technology (IT) role, focusing on developing reports, analytical tools, and dashboards, or a related technical role.
Pre-Employment Requirements: |

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
