This position will analyze rental development proposals to determine their financial feasibility and the extent to which they require financing. This position will analyze rental proposals using ADOH’s financial spreadsheet model (for cash flow, gap analysis) and by reviewing development budgets, operating proformas, partnership agreements, appraisals, market demand studies, capital needs assessments, equity commitments, private financing, and developer capacity. Other duties as assigned. This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures. Must have the ability to commute and utilize our Phoenix office hoteling space as needed.

Community Development Coordinator PHOENIX
This position reports to the Environmental Program Manager for the Lead-Safe Homes Program. This position leads outreach and community engagement efforts to increase awareness of lead hazards, identify eligible households, and support referrals for housing assessment and remediation services. The position works closely with the Program Manager and community partners to expand program reach and participation. Responsibilities include developing and distributing education materials, supporting community presentations and outreach events, and coordinating public awareness activities that promote lead hazard prevention and program participation. The position will be a liaison and build partnerships with community-based organizations, healthcare providers, childcare facilities, housing agencies, and local partners to strengthen referral pathways and expand program visibility. This position is responsible for documenting community and outreach activities to support program monitoring and reporting.
Environmental Program Manager 2 PHOENIX
This position oversees daily program operations, ensures compliance with funding agency requirements, manages contractors and partnerships, and supervises assigned staff. The role supports outreach and referral pathways to reduce childhood lead exposure and coordinates housing-related activities, including inspections, risk assessments, and remediation, while ensuring timely performance tracking, reporting, and program delivery. Attends meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making. These activities may require travel, including in- and out-of-state, and attendance at meetings or work at alternate locations and may involve the use of a state vehicle, personal vehicle, or rental car as needed. This position recommends and implements program or operational improvements and assists in the development of goals and strategies.

Responsibilities include developing and maintaining compliance protocols, monitoring sub-recipient performance against compliance standards, and conducting internal reviews to mitigate risk and ensure audit readiness across all RHTP portfolios. The position leads corrective action planning when monitoring activities identify performance gaps, compliance deficiencies, or risks, and provides technical assistance to program teams and partners on regulatory standards.
