The Department of Emergency & Military Affairs (DEMA) is the headquarters for the Arizona National Guard. The Army National Guard is "Always Ready - Always There" providing military forces to accomplish community, State and Federal missions. The Air National Guard maintains excellence with flexible, sustainable, expeditionary and joint interoperable capabilities in all facets of current Federal and State missions. The Division of Emergency Management’s mission is to coordinate emergency services and efforts to governmental agencies to reduce the impact of disaster on person and property. The Division of Administrative Services maintains the business operations of human resources, finance, purchasing/contracting, and legislative activities. REFRIGERATION MECHANIC

Job Summary:

Under the supervision of a Physical Plant Supervisor, the Refrigeration Mechanic installs, maintains, and repairs the heating, air-conditioning, and ventilation equipment for facilities under the care of the Arizona Army National Guard in the Central region, which include the areas of Phoenix, Buckeye, and Florence. Position will occasionally utilize and supervise inmate labor to assist in maintenance and service functions. May also be required to transport inmates to and from different job sites.

Job Duties:

Responsibilities include:
• Responsible for installation, maintenance and repair of electrical and mechanical heating and cooling components, electronic environmental controls and monitoring systems. This includes generators, cooling tower systems with refrigeration compressors and condenser package heat pump units, exhaust fans, window air-conditioning units, split HVAC systems chillers, boilers (Naturals Gas, Propane, Fuel oil), Evaporative Coolers, Thermostatic controls, space and radiant heaters. Diagnose and repair malfunctions in heating and cooling equipment and controls by using blueprints, drawings and schematics. Understanding of how the systems are programed and function under the BackNet controls.
• Perform preventive maintenance and service functions to industry standards on a wide variety of brands and types of equipment. Must be able to identify and obtain the correct service materials to purchase. perform repair and modification work on electronic/electrical control systems, on new and existing energy controls and building HVAC Equipment to meet the needs of the agencies statewide energy programs.
• Install various HVAC Equipment and controls and be able to run the appropriate tests to confirm operation.
• Service HVAC controls and equipment, modify schematics and install special electronic/electrical wiring projects, control units on new and existing equipment. Specialized electrical/electronic systems include but are not limited to fuel cells, photo-voltaic arrays.
• Install miscellaneous heating and cooling equipment as a replacement or as a new install where authorized..
• Procure and stock heating and cooling equipment parts and supplies.
• Keep accurate records of work performed, fill out time sheets, expense vouchers, travel claims, vehicle reports or other routine agency reports. Confer with superiors, present, and resolve difficult problems and discuss plans and actions.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Troubleshooting different types of HVAC equipment and components that support them, electrically, relays, circuitry and the controls which activate refrigeration units.
• Reading and understanding blueprints and schematics of electrical circuits to analyze refrigeration malfunctions using performance using performance and test equipment.
• Codes, standards, and regulations pertaining to the repair, modification and replacement of HVAC services, fixtures, and apparatus.
• Operation of specialized building automation, HVAC controls and their respective systems.
• Must have extensive knowledge of safety procedures in working with or near potentially dangerous high voltage services.

Skilled in:
• Refrigeration mechanics and be able to utilize electrical and HVAC diagnostic equipment.
• Electrical mechanics and use of electrical diagnostic equipment.
• The use of various HVAC manual tools, including but not limited to drills, grinders, sanders, sheet metal shears, saws, and welding torches.
• Maintaining and repairing various types of building automation and energy controls.
• Diagnosing and troubleshooting repairs of various electronic controls and systems utilizing test meters and schematics.

Ability to:
• Build, from components, electrical service entrance sections from 50 to 1500 amps.
• Make mechanical estimates from blueprints and specifications.
• Troubleshoot mechanical components, including HVAC equipment
• Analyze electrical/mechanical malfunctions using performance and test equipment.
• Diagnose defective printed circuit boards, estimate repair costs, and customize electrical designs.
• Work outdoors and in different climatic conditions, as well as indoors in confined quarters and to climb ladders and work at heights.
• Work with and around inmate labor.

Selective Preference(s):

Desired qualifications include any combination of experience, education and training that meets the knowledge, skills, and abilities described. Background in construction/building trades with experience in electrical/mechanical (HVAC/Refrigeration). Experience with computer programs and computer mechanical controls programs. Experience in low voltage controls and control systems.

• Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete a required driver training (See Arizona Administrative Code R2-10-207.12).
• In and out of State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
• Requires the possession of a Universal EPA Certificate.
