Job Summary:

The Arizona State Land Department manages more than 10,000 leases, permits, rights of ways, sales and other contracts relating to the management use and disposition of 9.2 million acres of State Trust lands. State Trust lands are lands granted to the State of Arizona pursuant to the federal Enabling Act. The Trust lands are held in Trust for the common public schools and 13 other public institutions. Any use or disposition of Trust lands must benefit the Trust's beneficiaries.

Under the guidance of the Real Estate Division Assistant Director, the Commercial Sales & Leasing Section Manager maintains direct responsibility for managing the sales and leasing functions of the agency's Real Estate Division. This position is tasked with developing new and maintaining all policies of the section’s standard work, desk procedures and checklists, developing the section's budget and managing the negotiation of all sales, commercial leases and rights of way contracts which are of the highest level of visibility and revenue potential for the State Trust. This position directly supervises subordinate staff as well as professional and paraprofessional administrators, establishing performance goals and objectives as appropriate.

This position may offer the ability to work a hybrid remote schedule, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

 

Job Duties:

• Coordinating information within the section and throughout the Department on commercial sales and leasing matters. Monitoring all aspects of the commercial sales and leasing disposition programs to include impact, development, maximizing monetary return, management of plans, protection of land value and recommendations to the State Land Commissioner's Office;
• Directly and indirectly assigning projects and applications to section staff, overseeing workload distribution and ensuring satisfactory completion. Implementing managerial measures and metrics to operate the section effectively. Managing and supervising section staff - participating in hiring and conducting ongoing performance management;
• Overseeing the negotiation of sales and leasing contracts. Supervising the processing, review, analysis and recommendation on all sales and leasing proposals;
• Preparing progress reports appropriate for the section team, Assistant Division Director, Director and/or Commissioner's office. Providing recommendations on valuation, evaluation, and economic issues that impact sale and leasing transactions;
• Performs complex analysis of economic, political and environmental effects of various land transactions;
• Preparing the Real Estate section budget, statistical and financial reports;
• Complying with rules, procedures, standard work, and policies of the Real Estate Division;
• Creating and maintaining all related legal documents;
• Accountability, use and development of the agency’s Salesforce computer customer relations management software;
• Conducting, documenting, and establishing action items for both internal and external, formal and informal training, meetings, seminars and presentations;
• Preparing and implementing marketing strategies;
• All other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Considerable knowledge of the principles and practices of commercial real estate leasing and sales analysis and disposition;
• Knowledge of real estate values and uses is also required;
• Expertise in the principles and practices of land use planning and management of the laws, rules, and regulations applicable therein;
• Knowledge in the principles of project management and coordination;
• Knowledge of construction, evaluation and execution of leases, easements, and sales contracts;
• Knowledge of how to interpret planning, engineering and/or delineation drawings, legal descriptions and map exhibits;
• Knowledge of financial analysis and discounted cash flow;
• Knowledge of statutes, case law, and administrative rules/regulations applicable to the Department;
• General knowledge of the principles and practices of leadership and management/supervision of subordinate staff.

Skills in:
• Advanced professional oral and written communication skills;
• Organization and time management skills necessary to effectively manage other professional and technical staff members;
• Substantial skill in applying real estate economic theory, research;
• Substantial skill in financial analysis and financial model creation, land use planning, statistical analysis and evaluation;
• Substantial skill in computer software used for real estate problem analysis and the evaluation of construction techniques;
• Proficient in Microsoft and Google Suite platforms and software;

Abilities:
• Ability to lead, supervise, motivate, and coordinate the activities and workload of a multi-disciplinary team;
• Ability to establish and maintain effective working relationships with various levels of the Department, other governmental entities, business officials, community leaders and the general public;
• Ability to establish and meet section-related objectives;
• Ability to make logical and well-supported decisions based on both objective and subjective criteria, performance goals and assess progress toward the achievement of those goals;
• Ability to effectively analyze and judge the highest and best use of Trust lands;
• Ability to read and interpret legal descriptions, ALTAs and other technical documents, and interpret map orientation both in the field and on documents;
• Ability to complete the mission of the Department as determined by the Commissioner's office;
• Ability to oversee the processing, review and analysis of valuation and evaluation assignments in a timely manner;
• Ability to make recommendations on valuation, evaluation, and economic issues that impact sale and leasing transactions.

Selective Preference(s):

• A Bachelor’s in Real Estate, business administration, public admin, or management;
• A minimum of Five years of experience working with complex, commercial real estate land disposition transactions;
• A minimum of Five years of experience in lease contracts, agency rules and regulations, legal descriptions, natural resource disciplines and coaching/mentoring staff;
• A minimum of Five years of experience in proven leadership and supervision;
• A minimum of Five years of public speaking experience.

This position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Positions in this classification participate in the Arizona State Retirement System (ASRS).
• Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute.
• Enrollment eligibility will become effective after 27 weeks of employment
• The current contribution rate is 12.27%
