Job Summary:

This position manages a team of investigators who conduct extensive background checks for new employees in the Enforcement and Compliance Division. This includes the hiring and background process for both civilian and law enforcement positions. Full background check and in-state travel is required. This position oversees the division designated liaison who handles the division’s hiring process to include onboarding and offboarding of personnel.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Manage and evaluate the work of direct reports, assigning cases, providing guidance and training. Monitor the quality of investigations, including reference checks, interviews, and the review of criminal and financial records.

Counsel, instruct and evaluate the work methods and requirements of direct reports. Conduct one-on-one coaching and performance evaluations for direct reports.

Oversee and analyze completed background investigation reports to ensure thoroughness, accuracy, and compliance with legal and departmental standards. Make recommendations for hiring eligibility based on the comprehensive findings of the background investigations.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Proven experience in supervising staff, providing clear direction, and motivating a team. This includes planning, assigning, and reviewing the work of subordinates.
• Conducting background investigations, including criminal history, employment, and personal reference checks.
• Understanding of hiring best practices for law enforcement.
• Methods and techniques for hiring, interviewing, testing, pre-employment testing, checking employment references, transcripts/credentials and developing and implementing recruitment strategies.

Skills in:
• Capacity to analyze complex information, identify discrepancies, and make sound judgments on candidates' suitability.
• Excellent oral and written communication.
• Preparing reports and liaising with internal and external parties.
• Researching, collecting, and analyzing data and reports.
• Utilizing and/or creating spreadsheets, entering and retrieving information.

Ability to:
• Handle highly sensitive and confidential information.
• Use critical thinking and analysis to evaluate complex situations and identify effective solutions.
• Effectively manage multiple and changing priorities.
• Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations.

Selective Preference(s):

2 years of supervisory experience.

Pre-Employment Requirements:

Must have a valid driver license at the time of hire.
Obtain and maintain the Terminal Operator Certification within six (6) months of hire or promotion date.

As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
