Reporting to the Assistant Director and Deputy Assistant Director, the grants coordinator assists in oversight of federal grants including preparing grant submissions, tracking and monitoring progress, developing and preparing reports to meet all grant deliverables, managing grant files, documentation and databases. This position analyzes data to track grant outcomes and performance. Ensures efficient and effective program operations and adherence to all applicable regulations and policies. This work may include working with finance and procurement to develop IGA's and contracts for sub-recipients. RHT Program Fiscal Manager REMOTE OPTIONS, PHOENIX
Under the direction of the Deputy Assistant Director of Grants Administration, the RHT Program Fiscal Manager is responsible for the full financial administration, compliance oversight, reporting, and audit readiness of the Rural Health Transformation Program (RHTP), a complex federal initiative funded through HHS and subject to 2 CFR Part 200 and the HHS Grants Policy Statement. This position ensures the integrity, accountability, and transparency of all financial activities for a multi-year, statewide grant initiative involving sub recipients, contracted partners, and major programmatic investments in rural health access, behavioral health, prevention, digital transformation, workforce development, and system capacity. The Fiscal Manager provides independent decision-making in budgeting, financial analysis, internal controls, and compliance risk mitigation, and serves as AHCCCS’s primary fiscal liaison for internal leadership, ADHS, OEO, HHS federal partners, auditors, and cross-agency stakeholders. This position is critical to ensuring that all RHTP expenditures align with federal cost principles, program objectives, and performance outcomes. The position is grant funded and may be eliminated based on the availability of funding. Arizona’s Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. Under the supervision of the RHT Program Fiscal Manager, the Accountant IV performs senior-level federal grant accounting, fiscal reconciliation, financial reporting, and subr ecipient monitoring for the Rural Health Transformation Program (RHTP). This position ensures all expenditures comply with federal cost principles (2 CFR Part 200), the HHS Grants Policy Statement, and State of Arizona financial policies, including the State Accounting Manual (SAAM).The Accountant IV maintains audit-ready documentation, processes and validates sub recipient invoices, initiates payments in AZ360, and supports the preparation of required federal financial reports (FFRs), FFATA submissions, and Single Audit documentation. The position plays a central role in ensuring financial integrity, accuracy, and compliance of complex multi-year, multi-component grant activities.
