The basics of this position:
Serves as the college leader for economic and workforce development and is responsible for the overall development and management of corporate and community workforce development, continuing professional development and personal enrichment education. Develops and manages the college’s entrepreneurial initiatives designed to respond to economic development and training needs of the local, regional, and national workforce. Oversees the grants department in efforts to secure external funding for the college in partnership with the STLCC Foundation. Exercises authority consistent with Board Policies, Administrative Procedures, and applicable federal and state mandates in the administration of these programs and services.
What you'll do:
- Directs and supervises the Employer and Workforce Solutions division, comprising directors, managers, and staff who provide education services, including customized employer training, professional development, and personal enrichment programs.
- Provides strategic leadership to advance high-quality, revenue-generating programs based on needs assessments, innovation, and market-driven strategies to address business and community needs.
- Develops and maintains strong partnerships with employers and key workforce development agencies to build workforce pipelines and expand employment opportunities for STLCC students.
- Contributes to the coordination of resources and partnerships needed to develop industry-recognized education and workforce development services for students and workers across the region.
- Serves as a member of the College’s Leadership Team and administers and interprets College policies and procedures related to workforce and economic development programs.
- Oversees the development of non-credit courses and customized training programs serving business, industry, government, and non-profit organizations; supervises special projects; provides oversight for the coordination of credit programs delivered directly to business and industry on a contract basis.
- Provides leadership in securing resources—through grants, partnerships, and revenue-generating initiatives—to support workforce development services and implementation of workforce priorities.
- Collaborates with Academic and Student Affairs and Campus Presidents to deliver excellent workforce and community initiatives at campus and center locations.
- Represents the College through service on boards, committees, and organizations engaged in workforce and economic development initiatives.
- Leads an assessment and planning process that results in a comprehensive and relevant portfolio of customized training, continuing education, and community-based workforce programs.
- Identifies state and federal grant opportunities, directs development of grant applications, and ensures oversight of programmatic compliance and reporting through the grants function.
- Performs other job-related duties as assigned.
Education, experience, and other requirements:
• Master’s Degree in Business Administration, Education, Workforce Development, Public Administration, or a closely related field.
• Seven (7) years of relevant full-time administrative experience including five (5) years of progressively responsible leadership in workforce development, continuing education, economic development, or related fields.
• Demonstrated experience leading staff and overseeing complex budgets and multiple programs.
• Proven record of building and sustaining partnerships with employers, government agencies, and community organizations.
• Experience securing external funding through grants or contracts and ensuring program compliance.
• Excellent communication, collaboration, strategic planning, and data-informed decision-making skills.
• Familiarity with state and federal workforce development legislation and priorities.
• Evidence of commitment to equal opportunity and affirmative action goals in staffing and programs.
Preferred Qualifications:
• Experience in a community college or higher education environment is preferred.
• Knowledge of local, regional, and national labor market data and workforce development systems is preferred.
• Demonstrated success developing entrepreneurial initiatives and/or revenue-generating programs is preferred.
• Experience with noncredit-to-credit pathways, credential frameworks, and industry-recognized certifications is preferred.
