About the Position:

The Virginia State Police (VSP) is seeking to hire a Budget Analyst Senior in our Property and Finance Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will support the budgeting process for VSP and the Budget Manager in planning, preparing, monitoring, evaluating, and executing activities for the Agency’s biennial budget, in excess of $600 million. Areas of responsibilities include developing, monitoring, and evaluating administrative budgets for the Agency; performing financial analysis; identifying historical trends; conducting financial evaluation, fund allocation, revenue and cash management, and identifies innovation financing alternatives; monitoring, analyzing and projecting expenditures at the sub-program and sub-object level monthly; analyzing data for decision making and tracks performance progress; verifying accounting transactions for accuracy and policy adherence with Department of Accounts (DOA)/Department of Planning and Budget (DPB)/VSP; and developing cost analysis and formulates plans of action for implementation of new or revised initiatives.

Minimum Qualifications

•Considerable knowledge of Generally Accepted Accounting Principles (GAAP); of the principles and practices of policy analysis, legislative practices, budget development, execution, evaluation, and financial planning; of governmental and general-purpose accounting principles and practices; and of automated financial accounting systems.
•Skill in the operating computers and using Microsoft Office applications.
•Demonstrated ability to conduct quantitative analyses of budgetary and financial data, and interpret and communicate financial results, orally and in writing, to management; to analyze and prepare complex financial reports and statements; to conduct independent, complex technical policy and program analysis; to manage Capital Outlay financial planning and budgetary processes; to work effectively with complex programs and financial plans and operations; to work with complex financial systems; to communicate and work effectively independently and as a member of a team; and to communicate and work effectively with diverse groups of people, both internal and external, by establishing and maintaining professional relationships.
•High School Diploma or GED equivalent.

Additional Considerations

•Experience using ORACLE E-Business Suites; and the Commonwealth's software applications such as Cardinal, Performance Budgeting preferred.
