Job Duties

The Department of General Services (DGS) is seeking a qualified Legislative Analyst within its Division of Regulatory and Government Affairs.

The Department of General Services (DGS) is an agency that provides a broad range of services to the citizens, the Commonwealth, and businesses. DGS has a diverse group of employees providing services ranging from laboratory services, real estate, procurement, fiscal, engineering, and more!

The purpose of this position is to provide technical support and guidance in the development of policy, legislative, and regulatory proposals for the Department of General Services. The position will review and interpret regulations and statutes applicable to DGS operations to ensure agency policies are uniform and internal guidelines are in compliance with law. The position may assist with or conduct special projects at the request of DGS management.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after six months and upon completion of an approved telework agreement.

Completion of Statement of Economic Interest is required prior to first day of employment.

Minimum Qualifications

  • Experience interpreting statues and regulations.
  • Experience drafting legislation, regulations and reports.
  • Practical experience in related organizational business processes in highly automated complex, multi-divisional, or multi-agency environments.
  • Experience in developing, implementing, sustaining, and enforcing policy and procedures.
  • Working knowledge of Virginia’s legislative and regulatory processes including budget review and interpretation.
  • Knowledge of Virginia’s procurement and contract-related laws and regulations.
  • Skilled in use of computers and software applications.
  • Strong written and oral communication skills.
  • Highly effective interpersonal skills.
  • Ability to learn new and complex information quickly.
  • Ability to consistently exercise independent initiative, objectivity and skepticism, and good judgment.
  • Demonstrated ability to interact effectively with senior corporate officials, high-level public officials, advocacy organizations, legal counsel, and the public.
  • Demonstrated ability to provide clear review and analysis of complex policy, legislative, strategic, operational, and legal issues by deadline.
  • Demonstrated ability to identify problems and develop multiple solutions and options in a collaborative, fast-paced environment.
  • Superior critical thinking analysis and forecasting skills.

Additional Considerations

  • Experience in applied research in a policy-related area.
  • Experience in strategic planning.
  • Knowledge of Virginia Freedom of Information Act and State and Local Government Conflict of Interests Acts.
  • Experience with statistical analysis and data analytics to develop policy recommendations.
