Job Duties

This position oversees a comprehensive recruitment program that includes technical, professional, consultative, and administrative assistance relating to the areas of recruitment, employee orientation and employee onboarding for the Commonwealth Center for Children and Adolescents. Responsibilities include a full cycle recruiting program to include developing job announcements, reviewing interview documents for compliance with established selection policy and procedures, reviewing employment applications to determine if applicants meet qualifications, referring applicants for interviews, conducting applicant telephone screens, assisting and/or conducting employment interviews, completing reference checks, assisting with starting pay compensation/classification determinations, attending job fairs, processing new-hire paperwork, and maintaining accurate recruit files all in compliance with CCCA, DBHDS, Federal, and State policies. Assists in the planning, implementing, and managing of a comprehensive recruitment program that provides support, training, guidance, and consultative services to managers, supervisors, and employees of Commonwealth Center for Children and Adolescents to achieve the goal of extraordinary patient care.

- Ability to communicate clearly and concisely on matters such as advertisement, screenings, scheduling interviews, pre-employment process, hiring date, starting salary and deadlines, conditions of employment using succinct documentation.
- Ability to work in conjunction with others to negotiate starting salaries, ensuring adherence to established guidelines/regulations and policies.
Ability to perform fingerprinting activities and to conduct oral alcohol/drug screens.
- Must have strong organizational, technical, analytical, and critical problem-solving skills and experience.

Minimum Qualifications

• Direct experience utilizing employment practices and recruitment processes, familiar with utilizing state recruitment system “PageUp” or similar application tracking system.
• Experience as a Human Resources Generalist or previously assigned as a Human Resources functional specialist (Employee Benefits, Personnel Transactions, Employee Relations, Disability/Workers Compensation, Classification and Compensation, Recruiting, etc.)
• Demonstrated experience in developing and using metric-based reports and complex database spreadsheets.
• Demonstrated experience using advanced functions of Microsoft Office applications (Word, Excel, PowerPoint).
• Demonstrated experience communicating effectively with all levels of the workforce from entry level to executive/management levels.

Additional Considerations

• Graduation from an accredited college or university with major course work in Human Resources Management, Organizational Development, Business Administration, Business Marketing or equivalent training and experience.
• Professional certification in Human Resources (PHR/SPHR or SHRM-CP/SHRM-SCP)
• Experience working in a hospital setting as a recruiting specialist with focus on healthcare professions.
• Experience working in large and complex public entity with diverse employee populations is preferred.
• Experience in full life-cycle recruitment and employment practices, to include: sourcing strategy and strategic staffing for difficult to fill positions.
• Prior experience using personnel data management software applications (HRIS, PeopleSoft, PageUp, Cardinal, Applicant tracking system etc.)
