Job Duties

The Office Procurement Services (OPS) a business unit within the Department of General Services (DGS) is seeking a qualified Senior Contract Officer. The OPS is responsible to procure complex construction and professional services for the continuous operations of the divisions and business units within DGS and other state agencies.

This position will be responsible for competitive procurement of highly complex goods and services for the continuous operations of the divisions and business units within DGS and other state agencies. Independently writes and issues IFBs and RFPs. Conducts pre-specification, pre-bid, pre-proposal and post-award conferences. For RFPs: prepares formal negotiation strategy, leads negotiations and prepares final contracts. Receives and evaluates bids and proposals and makes award determination. Establishes, manages, maintains and administers various types of contracts. Position will provide leadership and guidance to business teams through the entire IFB and RFP process. The position will be required to promote and support supplier diversity in all procurement practices.

Incumbent will be required to obtain a Virginia Contracting Officer (VCO) certification within (1) one year of hire date and Virginia Construction Contracting Officer (VCCO) certification is required within (2) two years of hire date.

Minimum Qualifications

• Knowledge and experience with advanced level procurement principles, practices, and methods of procurement for non-professional services, complex goods.
• Advanced knowledge and experience with the components of a contract and ability to develop comprehensive contract documents.
• Experience in term contract management.
• Experience working with an automatic procurement system, e-procurement and/or electronic ordering systems and financial systems.
• Advanced knowledge of contract law for a wide variety of highly technical RFP’s, CMR, IFB’s, Sole Source, and QQ for non-professional services, complex goods, and/or may include construction, and professional services.
• Advanced knowledge and demonstrated skills in Microsoft Office, (Word, Excel, and PowerPoint), Adobe.
• Skilled in negotiations.
• Excellent interpersonal and communication skills, both orally and in presentations as well as business writing and reports.
• Ability to work both independently and in partnership with staff, as well as all levels of management amongst Agencies in a positive and professional business-like manner.
• Demonstrated ability to be detail-oriented, prioritize tasks, show initiative, and maintain a professional demeanor
• Demonstrated ability to perform all procurements quickly and accurately while maintaining consistent high standards of form, content, and outcomes that meet the expectations of all stakeholders.
• Demonstrated ability to coordinate actions and activities between business staff, management, and contractors to successfully resolve contract disputes.

Additional Considerations

• Knowledge of procurement methods utilized in the procurement for construction, and professional services in the DGS/DEB Construction and Professional Services Manual (CPSM) is preferred.
• Experience with Commonwealth of Virginia procurement policies and procedures is preferred.
• Knowledgeable of the Commonwealth’s SPCC program preferred.
• Commonwealth of Virginia eVA procurement system preferred.
• Professional certification as a Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO), Virginia Construction Contracting Officer (VCCO), Virginia Contracting Master (VCM), Certified Purchasing Manager (C.P.M.), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management® (CPSM®), Certified Professional in Supplier Diversity™ (CPSD™), or other nationally recognized purchasing certification is preferred.
• Advanced knowledge of the Virginia Public Procurement Act (VPPA), DGS/DPS Agency Procurement and Surplus Property Manual, VITA Buy IT Procurement Manual is preferred.
