The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Division Director for the Division of Public Safety Training and the Virginia Center of School and Campus Safety (PST-VCSCS) in Richmond, Virginia. What you will do:
● Direct and manage the Division of Public Safety Training and the Virginia Center for School and Campus Safety (PST-VCSCS) by providing training, technical assistance, program acquisition and development, resources, and policy direction to school security departments, school resource officers, campus law enforcement, campus security officers, state and local government entities, professional organizations, K-12 private and public schools, public and private institutions of higher education, and other criminal justice agencies’ constituent groups throughout the Commonwealth of Virginia. This position also oversees a large grant portfolio of 370 million dollars in state and federal funding. In addition to working with all levels of agency staff, including grant program staff, grants management, and administrative staff, as well as division and agency management, the position also interacts with officials the office of the Secretary of Public Safety and Homeland Security and other state government Secretariats.
Minimum Qualifications
What the ideal candidate must possess:
• Working knowledge of policies and procedures of State Government.
• Working knowledge of the functions and structures of law enforcement agencies, public school divisions, and institutions of higher education.
• Working knowledge of school and campus safety issues, national best practices, research, and resources as it relates to providing safe and productive learning environments in K-12 public schools and institutions of higher education.
• Knowledge and experience with the principles of program planning and development.
• Knowledge and experience in budgeting and the evaluation and analysis of policy.
• Ability to analyze and interpret laws, rules/regulations and policies and procedures.
• Ability to answer complex policy questions.
• Independent judgment.
• Experience gathering and providing information for internal and external customers.
• Ability and experience performing complex technical duties, such as reviewing and prioritizing budget expenditures and reimbursements under multiple programs.
• Knowledge and experience of Microsoft Office Suite/G-Suite to include but not limited to Word, Excel, and Outlook, Internet, and e-mail software.
• Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.
• Strong, effective oral and written communication skills.
• Documented experience in working both as an active and contributing team member as well as independently.
• Attention to detail.
• Ability to exercise discretion and maintain confidentiality.
Additional Considerations
• Experience in areas related to public administration, criminal justice, education, or related field.
• Extensive experience in the fields of school/campus safety and/or law enforcement with demonstrated experience in developing and delivering training and conferences.
• Experience working with school and campus safety and security measures, threat assessment, and safety audits.
• Experience in developing curriculum, materials, and resources in the development of training.
• Experience developing strategic planning documents.
• Experience working with the development of legislative and budget proposals for consideration by the Governor.
Special Instructions
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is 140,000 to $155,000 plus the state’s benefits package.
