The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Chief Financial Officer (CFO). The Chief Financial Officer (CFO) functions as a key member of the Executive Team and Commonwealth. Provides fiscal leadership, strategic oversight and operational leadership of all financial activities related to the state Medicaid program.

The Department of Medical Assistance Services (DMAS) is one of the state agencies under the Health & Human Resources secretariat. It administers a variety of health care programs for qualifying Virginians. Medicaid, a program authorized under Title XIX of the Social Security Act, is financed by the state and federal governments and administered by the states. Currently we cover 1.7 million Virginians and expend $24B. DMAS’ Mission, Vision, and Values to improve the health and well-being of Virginians through access to high-quality health care coverage and services. Due to the importance of the Virginia Medicaid’s financial functions, executive leadership positions within the Agency can be fast paced, with multiple priorities, intense external stakeholder interaction, and frequent change. This also requires a large amount of verbal and written communication.

Job responsibilities will include, but are not limited to:

The CFO role oversees budgeting, forecasting, rate setting, financial compliance, procurement, contract management and fiscal policy to ensure efficient stewardship of federal and state funds. It’s a position where finance, policy and strategy converge.

As part of the agency Executive Leadership Team, the CFO works closely with the Governor’s Office, Office of the Secretary of Health and Human Resources, Department of Budget & Planning, Legislature, federal agencies, Managed Care Organizations and other key stakeholders, such as provider and hospital organizations, to advance the program’s Commonwealth’s financial sustainability, integrity and alignment with strategic goals. Other key responsibilities include analysis of proposed legislation and budget amendments and testimony at legislative committee meetings and budgets.

The incumbent will also have Executive leadership management responsibilities, leading five large divisions and staff. This role includes leadership of cross-functional teams, and coordination with internal departments.

The business needs for this position will have in office requirements to include but are not limited to: Mandatory meetings for Commonwealth Budgetary and Fiscal essential functions, General Assembly, as well as Public Meetings.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive experience of state and federal healthcare financing, particularly Medicaid and CHIP programs.

Extensive experience in public sector budgeting, forecasting, financial policy development and monitor expenditures and revenue performance.

Extensive experience/knowledge of federal and state funding mechanisms, actuarial rate setting, procurement and managed care financial operations.

Extensive experience with overseeing capitation rate development and actuarial certifications for manage care program.

Extensive experience of federal and state legislative and budget processes.

Extensive experience with program development, implementation of strategic financial programs (including federal and state requirements) and other new initiatives to improve Medicaid programs and align with the agency’s mission and vision.

Extensive experience of systems/programs/computer software, to include Microsoft Suites.

Extensive knowledge/experience of federal and state regulations, fiscal controls, and reporting requirements and oversee financial oversights and compliance.

Extensive experience with meeting deadlines and managing multiple priorities/initiatives.

Extensive experience with managing relationships with the Administration, MCOs, stakeholders such as providers and hospitals, and federal partners, such as Centers for Medicare & Medicaid Services (CMS).

Extensive Executive Level experience with supervising/leading staff.

Competitive candidates should meet these additional considerations:

Considerable experience of large-scale organizational functions related to administrative planning and management principles.

Considerable experience with the Commonwealth of Virginia’s official accounting system Cardinal Financials.

Considerable experience with planning and directing program activities; analyzing data and resolving problems; and interpreting federal and state regulations and policies.

Extensive experience with analyzing and articulating complex policy concepts, envision change, and promoting creative and innovative outcomes.

Experience working as part of a matrixed organizational structure to deliver Agency outcomes.
