Job Duties

VDH is seeking a Fiscal Grants Manager for the Office of Family Health Services. This individual will take on enhanced responsibilities related to financial oversight, reporting, procurement responsibilities, and support, and generally managing the office's complex financial operations.

This position is responsible for managing the grants and related state funds, rebates and back billing functions for the Office or District. They will execute various fiscal related stages of the grant life cycle, including pre-award review, grant application upload, progress monitoring and award closure; use the approved budget narrative to prepare budget and expenditure/allocation; estimate grant budget line items; work collaboratively with the Office of Financial Management (OFM) on preparation of Federal Financial Reports; identify expenditure variances and recommends methods, strategies and procedures to ensure allocated resources are neither exceeded nor significantly under-spent; aggressively pursue all potential revenue streams relative to back billing and Rebating functions; prepares, review and reconcile monthly financial reports; serve as a resource to program staff and contractors on resolving complex issues on invoicing and other fiscal functions; develop procedural changes and/or recommends process changes; and responds to inquiries and audit activities, recommend corrective action and ensures appropriate follow-up; perform advanced-level responsibilities analyzing and evaluating data in one or more specialty areas including, but not limited to, resources management, business operations/processes, budgets and financial systems.

This is a grant funded restricted position. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of grant or non-general funds.

Minimum Qualifications

• Knowledge of accounting, financial, and budgetary principles, including accounts receivable/payable, reconciliation, and financial reporting.
• Experience utilizing data tracking and reporting systems to manage and maintain detailed financial records, generate reports, and analyze trends or projections.
• Working knowledge of budget preparation, analysis, and development, including research and trend analysis to support fiscal decision-making.
• Strong written and verbal communication skills to provide guidance to staff, report findings, and interact with internal and external stakeholders.
• Ability to reconcile financial data and resolve discrepancies using source documents and internal systems.

• Experience with Virginia state accounting processes, procedures and applicable policies and laws
