Job Duties
The Office of Legal Affairs of the Virginia Department of Taxation is seeking a policy, accounting, legal or other professional to serve as the Director of Tax Adjudication and Resolution.
As the Director of Tax Adjudication and Resolution you will:
Direct the operations of the Tax Adjudication division, including oversight of administrative hearings, appeals, and dispute resolution processes.
Ensure compliance with Virginia state tax laws, administrative procedures, and due process requirements
Supervise and mentor a team of Tax Law Analysts and administrative staff
Review and issue final determinations or recommendations in complex or precedent-setting tax cases
Collaborate with legal counsel, policy staff, and tax administration units to ensure consistent interpretation and application of tax laws
Develop and implement policies, procedures, and performance standards for adjudication processes
Represent the Department in legislative, interagency, or public forums related to tax adjudication and appeals
Monitor trends in tax litigation and recommend statutory or regulatory changes as needed
This position is eligible for a hybrid telework schedule with 1 days remote (Friday) and 4 days in office per week.
This position is located in our Main Street Center office in Richmond, Virginia.

Minimum Qualifications
Considerable knowledge of federal, state and local taxation, tax law, administrative law, and adjudicatory procedures
Supervisory experience, including managing administrative functions of a team
Legal experience, including advising senior leadership on legal matters
Strong written and oral communication skills
Excellent legal writing, analytical, and decision-making abilities.
Familiarity with case management systems and digital adjudication tools
Additional Considerations
Experience managing a tax controversy function within a state or federal agency
Active Bar license in Virginia or another state strongly preferred
Experience with Offers in Compromise
Advanced knowledge, education and/or certifications in administrative adjudication or mediation
