The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as the Comptroller in the Chief Finance Office.
The Virginia Information Technologies Agency (VITA) is the Commonwealth’s consolidated information technology organization. We are a national technology leader in the public sector connecting Virginians to critical government services through information and innovation technology, IT infrastructure, cybersecurity and governance.
VITA seeks an experienced Comptroller to oversee all aspects of financial accounting, reporting, and internal control for VITA’s Internal Service Fund (ISF) and multi-fund operations.
This position will report directly to the Chief Financial Officer (CFO).
Job responsibilities will include, but are not limited to:
Expertise in both cash-based and full accrual accounting in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
The Comptroller ensures that all revenues and expenses are properly recognized within the correct accounting period and that the agency’s financial statements accurately reflect VITA’s true financial position.
Knowledge of GASB standards such as GASB 87 (Leases), GASB 96 (Subscription-Based IT Arrangements), and other applicable pronouncements governing VITA is essential.
The Comptroller ensures that all financial statements, schedules, and disclosures are accurate, complete, and prepared in accordance with the Commonwealth Accounting Policies and Procedures (CAPP) Manual, DOA financial reporting deadlines, and statewide requirements.
The Comptroller position is also a strategic and analytical role, using financial data to deliver actionable insights to guide executive decision-making and possess the ability to analyze and reconcile complex data sets.
The Comptroller supports the Agency Risk Management and Internal Control Standards (ARMICS) program, ensuring that fiscal processes are documented, tested, and continuously improved.
The ideal candidate is an experienced accounting professional who combines rigorous adherence to GAAP/GASB with the ability to analyze and clearly communicate complex financial data.
The Comptroller must demonstrate the confidence and judgment to advise agency leadership, respond to auditors, and uphold the Commonwealth’s standards of accountability, integrity, and fiscal stewardship.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Extensive knowledge of GAAP, GASB standards (including GASB 34, GASB 87, and GASB 96), and state/federal accounting requirements.
Extensive Work-Related Experience in system-to-system reconciliations, variance analysis, and financial controls in a complex ERP environment.
Ability to interpret and apply the Commonwealth’s CAPP Manual policies and federal compliance requirements.
Extensive Work-Related Experience preparing, analyzing, and presenting financial statements, and reports to internal/external stakeholders
Extensive Work-Related Experience in supervision and collaboration skills to engage across directorates, auditors, and oversight agencies.
Considerable experience with ERP financial systems and business intelligence/reporting tools.
Extensive Work-Related Experience in audit preparation, resolution of findings, and risk mitigation.
