Indirect Cost Analyst Richmond (City), Virginia
As VDH’s Indirect Cost Analyst, you will play a key role in ensuring accurate, compliant, and timely recovery of indirect costs across a wide portfolio of federal and state grants. This position is perfect for candidates who enjoy analytical work, solving financial puzzles, improving systems, and supporting the financial integrity of public health programs. In this role, you will: • Calculate allowable indirect costs using approved cost allocation plans and negotiated rates (NICRA when applicable) • Prepare and process IDC drawdowns in compliance with CMIA and grant requirements • Monitor draw schedules, reimbursement timing, GL postings, and indirect cost journals • Ensure accurate cost coding across fund sources and coordinate entries with OFM & OGA • Build IDC dashboards, tracking tools, and reconciliation templates • Perform monthly and quarterly reconciliations of IDC revenue, drawdowns, direct expenditures, GL balances, and F&A vs. Cardinal • Investigate and resolve variances, maintaining audit ready documentation • Maintain clean reconciliation files supporting financial reporting and audit reviews •Ensure compliance with 2 CFR 200, CMIA, CDC/HRSA/CMS grantor requirements, and DOA/CAPP policies • Support accurate Federal Financial Reports (FFRs) by confirming IDC is properly reflected • Assist with audit requests and strengthen internal controls through SOPs, trackers, and process improvements • Support VDH’s transition toward more centralized/hybrid grants management workflows • Develop and maintain spreadsheets, databases, templates, dashboards, and instructions • Provide technical guidance related to indirect cost calculations, draw processes, and reconciliation workflows This role offers the opportunity to modernize systems, enhance grant accountability, and directly support VDH’s mission by strengthening financial operations across public health programs.
