Job Duties

Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person’s individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use.

Central State Hospital is recruiting for a Payroll Technician who will be responsible for comprehensive payroll processing in accordance with federal, state, and local regulations, including managing recurring payroll functions such as lost time, leave without pay, separations, shift differentials, overtime, void and special payments, hourly employees, and VSDP, while ensuring accurate and timely pay for approximately 1,000 employees through the Cardinal Human Capital Management System (Cardinal HCM). This role oversees payroll certification and reconciliation, auditing regular, special, and supplemental payrolls; reviewing and correcting discrepancies; and ensuring timely submission of required reports. Duties also include supervising and processing timesheets, auditing final timesheets against payroll registers, recalculating salary adjustments and overtime, ensuring proper authorization and coding of payroll actions, and auditing employee Leave Control Records by verifying Timekeepers’ entries, accrual rates, compensatory time, and leave slips. The Payroll Technician will prepare payroll data for entry into the Financial Management System (FMS II), input semi-monthly payrolls and benefits, compare payroll edit reports using the Payroll Audit Tool (PAT), and resolve discrepancies with the Department of Accounts. Additional responsibilities include performing monthly health coverage reconciliations in coordination with agency Benefits Administrators, preparing ATVs and IATs for corrections, notifying employees on LWOP of premiums due, and ensuring reconciliations are certified and submitted on time. The position also manages quarterly federal income tax, Social Security, and Virginia Employment Commission reporting; monitors taxable earnings; verifies accuracy of monthly and quarterly tax reports; and ensures timely distribution of annual W-2 forms.

Minimum Qualifications

- Clerical Experience
- Experience in payroll functions (taxes, wage processing, garnishments, etc.)
- Experience in a diversified payroll environment – preferably public sector and/or non-profit organization

Additional Considerations

- Knowledge of current payroll methodologies and processes, preferably in the area of Commonwealth of Virginia payroll systems (Cardinal, Kronos, VNAV, etc.)
- Strong mathematical and analytical skills.
- Strong knowledge of Microsoft Office Suite applications (primarily Excel and Word)
- Ability to interpret, understand, and apply rules, regulations, and operating procedures.
- Excellent interpersonal skills using tact, patience and courtesy with all internal and external customers
- Ability to work in a fast-paced and diverse environment
