Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced IT professional to fill the Managing Architecture-Informaiton Architecture (IA) position. As part of the Enterprise Architecture team, this position will lead the organization’s Information Architecture, is responsible for defining and governing enterprise data platform architecture, data architecture, information models, metadata standards, and data governance frameworks to enable scalable, secure, and data-driven business outcomes, and supporting various initiatives including applications, building enterprise data platform, and data governance.
The Managing Architect-IA will engage in a broad range of tasks related to design solutions for integrating on-premises systems with cloud-based systems to ensure seamless data flow across the enterprise, and design data models (logical and physical) that support business intelligence, analytics, and transactional processes. This position provides technical support for cloud initiatives and adherence to software and data engineering best practices, leads a team of data analysts and data solution architects, and alignment with the agency’s technical and information architecture direction. In addition, this position will train teams on leveraging the possibilities of business process reengineering and cloud technologies to ensure successful adoption and implementation.
Key Responsibilities include:
• Defining and maintaining the enterprise Information Architecture vision, principles, standards, and roadmap aligned to business and digital strategy.
• Developing and governing enterprise-wide conceptual, logical, physical, and canonical data models, including master and reference data standards.
• Leading modernization of legacy data platforms into scalable, cloud-native data ecosystems.
• Establishing and operationalizing enterprise data governance frameworks, policies, standards, ownership, stewardship, and accountability models.
• Ensuring implementation of data quality, lineage, classification, retention, lifecycle management, and regulatory/privacy compliance (e.g., GDPR and industry regulations).
• Architecting scalable data platforms across cloud and hybrid environments, including AWS, Azure, and OCI.
• Designing and standardizing architectures for data lakes, lakehouses, data warehouses, streaming, and real-time data processing.
• Defining management patterns for structured, semi-structured, and unstructured data, ensuring integration across operational systems, analytics platforms, and AI/ML solutions.
• Partnering with analytics and AI teams to enable trusted, governed, discoverable data assets and scalable, secure data pipelines for AI/ML initiatives.
• Defining architecture patterns for BI, reporting, self-service analytics, advanced analytics, metadata management, cataloging, and data discoverability.
• Leading and mentoring Data Architects, Information Architects, and Data Engineers, while establishing architecture review processes and governance forums.
• Building capability frameworks, promoting best practices, and driving continuous improvement and innovation across enterprise data architecture and engineering.
• Collaborating with business leaders, CDO, CIO, security, and compliance teams to translate business capabilities into scalable information architecture solutions, present strategies and investment cases to executives, and acting as escalation point for complex issues.
• Driving measurable outcomes, including enterprise adoption of data standards, improved data quality and trust, reduced redundancy and integration complexity, accelerated analytics and AI delivery, and increased business value from enterprise data assets.
Minimum Qualifications
• Experience in Data and Information Architecture roles, including architecting solutions and managing architects and data engineers.
• Experience designing enterprise data models (conceptual, logical, physical) and establishing governance frameworks.
• Demonstrated success building, leading, and mentoring high-performing architecture, data engineering, and business analyst teams.
• Experience with architecting and implementing modern data platforms, including data lakes, data warehouses, lakehouses, and streaming systems.
• Experience with cloud-native data services and platforms across AWS, Azure, and OCI.
• Experience working with cloud data platforms, such as Snowflake and AWS Redshift.
• Experience in Master Data Management (MDM), Reference Data Management, and Master Patient Index (MPI) or similar identity management solutions.
• Skilled in data governance, metadata management, lineage, cataloging, data quality, and privacy frameworks including encryption and masking.
• Proficiency in data integration patterns including ETL/ELT, CDC, API-based data services, data virtualization, and event-driven streaming architectures.
• Experience with big data ecosystems and distributed processing frameworks, such as Spark.
• Data and/or Business Architecture experience developing business capability models and data models, preferably within healthcare or behavioral health domains.
• Experience partnering with business stakeholders to assess, reimagine, and model business processes (BPR), and define metrics to measure effectiveness of redesigned processes and information systems.
• Skilled in delivering reporting and analytics data systems, including AWS-based data lake management in healthcare environments (e.g., DBHDS).
• Experience in designing scalable, secure, and well-organized information systems aligned to business objectives, leveraging AWS services to drive cloud transformation, efficiency, and innovation, with the ability to fully address all key duties associated with the role.

• TOGAF or equivalent Enterprise Architecture certification
