Job Duties

The Virginia Department of Taxation (Virginia Tax) is seeking a creative, highly skilled Multimedia and Training Specialist to design, develop, and deliver engaging digital content that supports employee learning and agency communications. As a key member of the Communications and Training team, this role serves as a multimedia subject matter expert and provides full-cycle support for training and communications initiatives across—and occasionally beyond—the agency.

In this role, you will produce high‑quality videos, graphics, animations, and e-learning modules; collaborate with subject matter experts (SMEs) and project teams; and ensure all training materials reflect Virginia Tax’s mission, brand standards, and accessibility requirements.

Key Responsibilities Include:

Designing multimedia products and instructional resources using tools such as Articulate 360, Adobe Creative Cloud, and Vyond.

Creating and publishing on-the-job support tools and employee learning resources through the Commonwealth of Virginia Learning Center (COVLC), SharePoint Online, and web platforms.

Developing interactive e-learning modules, graphics, and video content to support training initiatives.

Serving as a multimedia and instructional design consultant on agency projects and cross-functional teams.

Translating complex information into clear visuals, narratives, and learning experiences.

Ensuring all multimedia content adheres to accessibility standards (WCAG, Section 508), agency brand guidelines, and integrated communications and training plans.

Troubleshooting issues related to audio, video, LMS uploads, and other digital assets.

This position is located in Richmond, Virginia.

This position is eligible for a hybrid telework schedule once fully trained.

The anticipated hiring salary is commensurate with experience, up to $68,000.

Minimum Qualifications

Professional experience in multimedia production or digital content creation

Professional experience with training, to include assessment, design, development, implementation and evaluation

Professional experience with authoring tools such as Articulate, Vyond, Camtasia, Adobe Captivate, and Adobe Creative Cloud (Premiere, Photoshop)

Understanding of how to align training and multimedia deliverables with organizational brand standards and company-wide communication and training plans

Strong written and verbal communication skills

Familiarity with accessibility standards including WCAG, Section 508, captioning, alt-text, and inclusive design

 

 

Additional Considerations

Extensive/advanced knowledge, skills and abilities in areas of training, education, multimedia, marketing, and/or public relations

Knowledge of Learning Management System (LMS) platforms and experience deploying training resources

Advanced knowledge, skills, and abilities in areas such as instructional design principles, adult learning theory, training methodologies, and curriculum development
