Job Duties

This position serves as a mission‑critical resource within the agency’s procurement
operations, providing expert guidance, oversight, and strategic support to ensure
all purchasing activities comply with the Code of Virginia and Department of
General Services (DGS), Division of Purchases and Supply (DPS) regulations. The
role plays a key part in strengthening operational efficiency and safeguarding the
agency’s compliance posture.

The incumbent independently delivers high‑level technical consulting, training,
and procurement support to programs, offices, and health districts statewide. This
includes providing direction on procurement best practices, interpreting
procurement policies, and recommending process improvements to enhance the
effectiveness of agency operations.

In this role, the employee manages and executes a full range of procurement
activities, including Quick Quotes, Invitations for Bids (IFBs), and Requests for
Proposals (RFPs). The position develops, negotiates, and awards contracts for
complex goods and services, ensuring the agency receives best‑value solutions
while maintaining transparency and competitive integrity.

The position also champions the use of eVA, promotes electronic commerce, and
advances SWaM (Small, Women‑owned, and Minority‑owned Business)
participation in partnership with the Department of Small Business and Supplier
Diversity. The role further ensures oversight of the Small Purchase Charge Card
Program, contract compliance, and quality assurance reviews, supporting strong
internal controls and reliable procurement outcomes.

Overall, this position is essential to maintaining compliant, efficient, and
high‑quality procurement operations that directly support the agency’s mission
and statewide service delivery.

Minimum Qualifications

•Working knowledge of Commonwealth of VA procurement policies and APSPM procedures
•Familiarity with Federal procurement laws for purchase of goods and services in compliance with state, federal, and grant awards
•Experience analyzing data and managing programs, communicating effectively, both orally and in writing and in training sessions
•Considerable experience in public or private procurement
•Considerable experience with Microsoft Office Suite
•Experience with the Small Purchase Charge Card program and the eVA Security Officer role

Additional Considerations

Experience, including course work, in purchasing and/or materials management
or business administration or equivalent work experience in procurement and/or
materials Virginia Contracting Officer (VCO), Certified Professional Public Buyer
(CPPB), Certified Public Procurement Officer (CPPO) or Certified Purchasing
Manager (CPM)
