Job Duties

The Deputy Superintendent for Finance and Support is the chief financial and administrative officer of the Institute and is responsible for the financial accounting and reporting, preparation and administration of the budget, the operation and maintenance of the physical plant, planning and direction of capital outlay projects, procurement, museum system, infirmary, cadet counseling, auxiliary services, and government relations. The Deputy Superintendent for Finance and Support has delegated authority, with approval from the Board of Visitors, to enter into contracts and to conduct Institute business, subject to Institute policy and regulations of the Commonwealth of Virginia.

Reporting Relationships & Responsibilities
The Deputy Superintendent for Finance and Support is appointed by, and reports directly to, the Superintendent. The Deputy Superintendent for Finance and Support provides leadership to the Institute’s operating budget of approximately $125 million which includes a combination of $33.2 million from state general funds; $52 million in cadet tuition/fees/sales; and $36 million in private funds/local funds. In addition, the Deputy Superintendent for Finance and Support partners closely with the VMI Alumni Agencies, a separate 501(c)3 organization devoted to the mission of the Institute, with an approximately $900 million endowment. Directly reporting to the Deputy Superintendent are:

• Senior Director for Finance and Support
• Director of Finance and Budget
• Director for Government Relations
• Institute Physician
• Director of the Center for Cadet Counseling
• Director of Auxiliary Services
• Director of the Museum System
• Director of Facilities Management
• Executive Secretary

In addition to the broad responsibilities listed above, specific responsibilities include, but are not necessarily limited to:
• Meets with members of the Board of Visitors, the Alumni Agencies Boards, and other groups to discuss financial and administrative issues.
• Directs the review of programs for financial and administrative services and develops improvements related to quality and efficiency.
• Reviews departmental staffing and determines the need for additional or reduced full-time and part-time employees. Reviews and determines the priority for department personnel and non-personnel budget requests.
• Oversees the administration of each office, including planning, reviewing, evaluating, and re-designing functions and activities, programs, reporting systems and other activities as deemed appropriate.
• Oversees capital outlay project planning and management. Provides regular reports on the status of projects and plans.
• Serves as Chairman of the Violence Prevention Committee, Threat Assessment Team, Agency Risk Management and Internal Control Standards Oversight Committee, and Institute Alcohol and Other Drugs Committee.
• Oversees the Development of the Post Facilities Master Plan including the capital and non-capital improvement plans (CIP).
• Oversees the Development and maintenance of the VMI Six Year Plan.
• Maintains close coordination with key leaders at the State Council of Higher Education for Virginia (SCHEV), Council of State Supported Business Officers (CSSBO), and the Virginia Higher Education Purchasing Cooperative (VHEPC).

Minimum Qualifications

The successful candidate will possess many of the following qualifications:
• A demonstrated passion for, commitment to, and understanding of the mission, vision, values, traditions, and distinctive educational model of the Virginia Military Institute.
• A record of progressively responsible executive leadership in higher education, military organizations, government, nonprofit institutions, or other complex organizations with significant financial and operational responsibilities.
• A bachelor’s degree in accounting, finance, economics, business administration, public administration, or a related field; an advanced degree in business administration, finance, accounting, public administration, higher education administration, or a related discipline is preferred. Professional credentials such as CPA, CFA, or equivalent certifications are highly desirable.
• At least ten years of senior leadership experience overseeing institutional finance, budgeting, operations, administrative services, or related functions within a complex organization.
• Demonstrated expertise in financial planning and analysis, budget development and execution, accounting, audit and internal controls, treasury management, debt financing, capital planning, and long-range financial sustainability.
• Experience providing executive-level oversight of operational and support functions, including facilities and capital projects, procurement, auxiliary enterprises, risk management, and other administrative services.
• A proven ability to lead organizational change, improve business processes, implement enterprise systems, and build high-performing teams that foster accountability, collaboration, and continuous improvement.
• Knowledge of higher education finance, governance, accreditation, state and federal regulations, compliance requirements, and performance-based funding models, particularly within public institutions.
• Experience working effectively with governing boards, senior executives, government officials, donors, alumni, faculty, staff, and other key stakeholders.
• Exceptional written, verbal, and interpersonal communication skills, including the ability to translate complex financial and operational matters into clear, actionable information for diverse audiences.
• Demonstrated strategic thinking, sound judgment, humility, integrity, and commitment to servant leadership, stewardship, and institutional excellence.
• Superior business management skills along with a strong financial acumen.
• Experience working with a governing board or experience as a member of a governing board.
• Experience working with athletic departments and/or the NCAA and/or personal experience as an intercollegiate athlete.
• Genuine desire to be engaged in Post activities and participate in the activities of the greater VMI community, the city of Lexington, and Rockbridge County, as well as the state and surrounding region.
