Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Enterprise Project Management Office (EPMO is seeking a qualified professional to serve as one of the Project Managers. This position provides oversight and management of technology development and maintenance projects and may also provide leadership in systems analysis and architecting software technology solutions for the agency. This position is responsible for managing projects through all phases, including initiation, procurement, planning, execution, closeout, and warranty.
Additional responsibilities include:
• Developing project scope.
• Establishing milestones and schedules.
• Coordinating with Business Owners, Procurement, IT, ISO, and other stakeholders in accordance with agency standards and Commonwealth of Virginia (COV/VITA) requirements.
• Maintaining strong working relationships across the agency.
• Ensuring projects are completed safely, efficiently, on schedule, and within budget.
Minimum Qualifications
• Knowledge of project management principles and practices.
• Experience in project management, with a history of delivering complex projects.
• Demonstrated experience managing IT projects ranging from low to high risk/complexity.
• Experience performing systems analysis, architecting technical solutions, and/or managing application development projects.
• Strong written and verbal communication skills.
• Proven success working with all levels of management and overseeing multiple projects simultaneously.
• Experience coordinating multiple stakeholders and maintaining effective working relationships.
• Strong attention to detail and ability to follow through on commitments.
• Ability to operate effectively in a changing environment with multiple priorities.
• Proficiency with Microsoft Word, Excel, Powerpoint, MS Project, Outlook, and related software.
• Experience using project and portfolio management tools.
• Excellent organization, presentation, collaboration, negotiation, and facilitation skills.
• Experience in organizing, planning, and managing information technology related projects ranging in size/scope from low risk/complexity to high risk/complexity.
• Knowledge of the associated disciplines of business analysis, software development, quality control, configuration management, technical support, training, and production operations.
• Knowledge of business process engineering methods.
• Skilled in Microsoft Project/Planner Premium to include planning, establishment of critical plans, identification of risks/issues, defect tracking, status reporting, and rescheduling remaining work.
• Excellent facilitation, verbal and written communication, collaboration, negotiation, and presentation skills, with the ability to facilitate meetings with customers, technical teams, and stakeholders.
• Experience utilizing accepted SDLC models and project management methodologies, such as Waterfall, Iterative, and Agile.
Additional Considerations
• Understanding of and experience with Commonwealth of Virginia project management standards.
• Project management qualification by the Commonwealth of Virginia or demonstrated project leadership skills supported by a current Project Management Professional (PMP) certification.
• Health care experience.
• Experience managing AWS projects.
