The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our Hazardous Materials Officer - Training !
This position assists in the coordination, development, and implementation of a statewide Hazardous Materials Emergency Response and Chemical, Biological, Radiological, and Nuclear (CBRN) training and exercise program to protect the citizens of the Commonwealth. Responsibilities include working closely with local, state, and federal agencies, as well as private-sector partners, to provide emergency planning, response, training, and problem‑solving expertise. The role supports special projects and research related to the program’s response and training mission; may involve entry into hazardous areas for assessment or mitigation; contributes to the development and maintenance of the Commonwealth’s hazardous materials emergency response program; and helps enhance local hazardous materials response capabilities. The position also assumes program manager responsibilities in their absence.
The HMO will primarily work out of the HM/CBRN Training Center in Yorktown, with up to two telework days per week and statewide travel as needed. Participation in the HAZMAT on‑call rotation and occasional work outside normal business hours is expected.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP.
Minimum Qualifications
- Subject‑matter expertise and hands‑on knowledge in hazardous materials recognition, emergency response, and training.
- Strong knowledge of the emergency services required for hazardous materials/CBRNE incidents and the associated technical, administrative, and regulatory standards.
- Working knowledge of and experience in adult training methods, curriculum design and development, needs assessments, and evaluation.
- Develop, manage, and conduct comprehensive hazardous materials training programs; use of desktop publishing and PC-based software applications.
- Excellent interpersonal, verbal, and written communication skills effective across multiple sectors and disciplines.
- Ability to build rapport, maintain professional working relationships, and collaborate with diverse stakeholders across federal, state, local, volunteer, private‑sector, and community partners.
- Ability to work independently and interpret policies and procedures.
- Ability to perform effectively and complete tasks under pressure in crisis management situations.
- Demonstrated experience developing and delivering hazardous materials emergency response technician training in accordance with OSHA 29 CFR 1910.120(q)(7).
Additional Considerations
- Preferred baccalaureate degree in emergency management, homeland security, public safety or physical sciences (chemistry, biology, physics), or a combination of training and experience to perform the duties of the position.
- Experience in project management, public speaking, and adult education methodology.
- Ability to coordinate hazardous materials response and address associated training needs state-wide.
- NFPA-certified as Firefighter II, Fire Instructor II (or equivalent).
- Possess, or successfully complete within 12 months, the FEMA Homeland Security Exercise and Evaluation Program (HSEEP) course.
- Completion of FEMA Emergency Management Institute’s Independent Study Courses IS-120, IS-130, ICS-100, ICS-200, ICS-700, and ICS-800.
- The ability to obtain certification as a Virginia Hazardous Materials Specialist within 12 months of employment.
